A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
ESTABLISHING A NEW SPECIAL REVENUE PROJECT TITLED "2019-2020
VICTIMS OF CRIME ACT ("VOCA") GRANT," CONSISTING OF AN
ANTICIPATED GRANT AWARD FROM THE STATE OF FLORIDA, OFFICE OF
THE ATTORNEY GENERAL, DIVISION OF VICTIM SERVICES, IN AN
APPROXIMATE AMOUNT OF $547,285.00, INCLUDING OPERATIONAL
EXPENSES AND TRAINING COSTS, WITH MATCHING FUNDS IN AN
APPROXIMATE AMOUNT OF $136,821.39, TO FUND EIGHT (8) FULL-TIME
POSITIONS; ALLOCATING FUNDS FROM MIAMI POLICE DEPARTMENT
OPERATING BUDGET, ACCOUNT CODE NO. 00001.191002.5XXXXX;
AUTHORIZING THE CITY MANAGER TO ACCEPT SAID GRANT, UPON
RECEIPT OF THE AWARD, ALLOWING FOR ANY INCREASE OR DECREASE
IN GRANT FUNDING; FURTHER AUTHORIZING THE CITY MANAGER TO
EXECUTE THE AGREEMENT, IN SUBSTANTIALLY THE ATTACHED FORM,
FOR THE ACCEPTANCE OF THIS GRANT AWARD.
WHEREAS, the Victims of Crime Act ("VOCA") assistance grant program offers funding
for direct services to crime victims for use in responding to the emotional and physical needs of
crime victims, assisting victims in stabilizing their lives after their victimization, helping victims to
understand and participate in the criminal justice system, and providing victims with a measure
of safety and security; and
WHEREAS, the Miami Police Department ("MPD") submitted a grant application to the
State of Florida, Office of the Attorney General, Division of Victim Services ("Division") to fund
eight (8) full-time positions, comprising of two (2) Victims Advocate positions and six (6) Victims
Advocate Witness Coordinator positions to provide services to crime victims; and
WHEREAS, the City of Miami ("City") received an award notification from the Division in
the amount of $547,285.00 to fund all eight (8) full-time positions, including operational
expenses and training costs, during Fiscal Year 2019-2020 ("FY"); and
WHEREAS, due to the increasing population of the City and approximately 4 million
visitors annually, the Victims Advocates' caseload has a potential to be significant; and
WHEREAS, this factor may impede a victim's ability to obtain necessary services,
increase the difficulty of MPD's response, and strengthens the need for eight (8) full-time
Victims Advocate positions; and
WHEREAS, this grant award will be used for funding MPD's Victims Advocate positions
to coordinate services for crime victims during the FY; and

WHEREAS, the MPD will provide the required match of approximately $136,821.39 as a
cash match towards the operation of this program; and
WHEREAS, it would be appropriate for the City Manager to accept said grant upon
receipt, to establish a New Special Revenue Project titled "2019-2020 Victims of Crime Act
(VOCA) Grant" for the appropriation of said award, and to appropriate and allocate the required
match;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The following new Special Revenue Project is established and resources are
appropriated as described below:
FUND TITLE: 2019-2020 Victims of Crime Act (VOCA) Grant
RESOURCES: State of Florida, Office of the Attorney
General, Division of Victim Services $524,035.00
Operational Expenses 5,250.00
Training 18,000.00
MPD's Cash Match 136,821.39
APPROPRIATIONS: Victims Advocate Program $684,106.39
Section 3. The City Manager is authorized' to accept said grant upon receipt of the
award, allowing for any increase or decrease in grant funding.
Section 4. The City Manager is further authorized' to execute the agreement, in
substantially the attached form, for the acceptance of this grant award.
Section 5. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2
1 The herein authorization is further subject to compliance with all requirements that may be imposed by
the City Attorney, including but not limited to those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City of Miami Commission.
