A RESOLUTION OF THE MIAMI CITY COMMISSION URGING THE FLORIDA
LEGISLATURE TO ENACT LEGISLATION THAT WOULD HELP REDUCE OR
ELIMINATE EXPENSES INCURRED BY MEMBERS OF THE UNITED STATES
MILITARY ("MILITARY") AND VETERANS OF THE UNITED STATES ARMED
FORCES ("VETERANS"); PROVIDING A TEN PERCENT (10%) DISCOUNT
FOR ALL BUILDING RELATED PERMITS REQUESTED BY MILITARY
PERSONNEL OR VETERANS; DECLARING THE CITY OF MIAMI A MILITARY
AND VETERAN FRIENDLY CITY; DIRECTING THE CITY CLERK TO
TRANSMIT A COPY OF THIS RESOLUTION TO THE ELECTED OFFICIALS
AS STATED HEREIN.

WHEREAS, there are many men and women currently serving in our armed forces from
the City of Miami ("City") and the Greater Miami area; and
WHEREAS, since late 2002, local United States military personnel, most being
reservists and National Guardsmen, have been rotating to and from deployments in Iraq and
Afghanistan; and
WHEREAS, members of the military, veterans, and their loved ones need housing,
employment, and other City services during and after their service to our nation; and
WHEREAS, the City recognizes its responsibility to the men and women that serve and
have served our country and the need for assistance and support during their service and
eventual return to civilian life; and
WHEREAS, the City wishes to express its gratitude and honor the service of current
military personnel and veterans through a declaration that the City is a military and veteran
friendly City;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA
Section 1. The recitals and findings contained in the Preamble to the Resolution are
adopted by reference and incorporated as fully set forth in this Section.
Section 2. The City Commission urges the Florida Legislature to enact legislation that
would help reduce or eliminate expenses incurred by military personnel and veterans including
but not limited to amending Chapter 83, Florida Statutes, which governs the rights and
responsibilities between landlord and tenants, to prohibit landlords from charging excessive
security deposits, and/or waive costs for active duty military personnel.

Section 3. The City Commission urges the Florida Legislature to further provide financial
relief to active military personnel by implementing a toll reduction program in relation to the use
of highways in Florida.
Section 4. The City Commission hereby declares the City a military and veteran friendly
city and welcomes all veterans to join our community and become active members of it.
Section 5. The City Clerk is directed to transmit a copy of this Resolution to the Governor
of Florida, the Speaker of the House, the Senate President, the Miami -Dade County Legislative
Delegation, and the Miami -Dade League of Cities.
Section 6. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.'

1 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the
date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon
override of the veto by the City Commission.
