DATE: Thursday, July 11, City Manager 2019 Lillian Blondet Director, Office o� rants Administration SUBJECT: FILE: API Allocation of $100,000 to Jessie Trice Community Health System, Inc. from the District 5, Commissioner Hardemon — Four Fifth Waiver REFERENCES: ENCLOSURES: BACKGROUND The City of Miami ("City") created the Anti -Poverty Initiative to address poverty and focus on providing support to its residents. The Jessie Trice Community Health System, Inc. (Organization) a Florida not for profit, is one of Miami - Dade County's preeminent federally qualified community health centers. Their Oral Health Initiative will aid 40 District 5 residents over the age of 18 to improve the oral health status of residents suffering from altered speech, ineffective mastication, and loss of self-confidence as a result of missing teeth and/or oral disease. Applicants must meet criteria set forth by the program and reviewed by District 5 and the Organization prior to receiving services. The services will be offered in their Overtown and Model City dental offices. Outcomes will be evaluated and logged inclusive of procedure dates and cost of procedures. As the Organization is familiar with the needs of the community and the district, it would be advantageous for the City to expedite the allocation and waive procurement requirements at this time. Providing these funds to the Organization will allow local businesses to obtain these services immediately, with no added time for the procurement process, which could take over 30-40 days. RECOMMENDATION In light of the above stated, approval of a waiver of the formal requirements of competitive sealed bidding methods as not being practicable or advantageous to the City as set forth in the City Code of Ordinances, as amended, specifically Section 18-85 (A), and the affirmation of these written findings and the forwarding of the same to the City Commission for ratification by a four -fifths vote is respectfully requested.
