Market Research was conducted to determine whether West Technology Forensics, Inc. ("West
Technology"), a non -local vendor, located at 111 Monument Circle, Suite 2700, Indianapolis, Indiana
46204, is the sole source provider of the VMD560 System for the City of Miami Police Department
("Police Department").
The Police Department is in need of a Vacuum Metal Deposition Latent Fingerprint Development
System ("VMD"). The VMD provides a single system capable to develop high quality fingerprints on
difficult substrates and provides quick and easy processing of evidences. VMD system is designed to
obtain latent fingerprints from difficult surfaces such as fabrics and fired casing/ammunition throughout
the evaporation process. VMD system can identify grab areas, e.g. grab impressions, on fabrics with
loose weave, with the possible application to aid targeted DNA swabbing/extraction.
The VMD system range is operated via an automatic touch screen and extremely safe, with no risk to
the operator. The control system and advanced vacuum technology provide quick and easy processing
of evidence, typically in less than ten (10) minutes from start to finish. The systems require minimal
maintenance with no need for costly filtration replacements. The VMD system features include the
addition of a secure remote connection, allowing system upgrades and diagnostics to be carried out no
matter where in the world the system is located.
According to West Technology, it is the sole source manufacturer and distributor of VMD560 System.
Accordingly, pursuant to Section 18-92 (a) (1) of the Code of the City of Miami, It is recommended that
the requirements for competitive bidding be waived, and these findings be approved: VMD560 System.,
a non -local vendor, located at 111 Monument Circle, Suite 2700, Indianapolis, Indiana 46204, is the
sole source provider of the VMD560 System, and approving the purchase of VMD560 System for the
Police Department, on an as needed basis, for a one (1) year period with the option to renew for three
(3) additional one (1) year periods; allocating funds from FY 17 Edward Byrne Memorial Justice
Assistance Grant (JAG), Award No. 2456, Project No. 19-190011, Task No. 1, Organization 191602
and Account No. 12000.191602.664000.i 0., s ject to budgetary approval at time of need.
