Purpose of Item:
APPROVING THE SINGLE FAMILY CODE COMPLIANCE ELDERLY LOAN
ASSISTANCE PILOT PROGRAM, AS SPECIFIED IN EXHIBIT "A", ATTACHED AND
INCORPORATED, AUTHORIZING THE ALLOCATION OF $500,000.00 GRANT
FUNDS FROM THE DISTRICT 1 COMMISSIONER'S SHARE OF THE CITY'S ANTI-
POVERTY INITIATIVE TO ASSIST THE CITY OF MIAMI ELDERLY HOMEOWNERS
TO CORRECT OUTSTANDING COMPLIANCE VIOLATIONS IN THEIR PROPERTIES;
FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE
ANY AND ALL NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY
ATTORNEY, TO COMPLETE THE ALLOCATION.
Background of Item:
The City Commission created the Anti-Povery Initiative funds to assist low-income
residents within the City of Miami ("City").
The goal of the Single Family Code Compliance Elderly Loan Asssitance Pilot program
is to provide elderly homeowners assistance by correcting code compliance violations
or potential code violations.
A summary of the Single Family Code Compliance Elderly Loan Assistance Pilot
program's Policies and Guidelines is attached and incorporated as Exhibit "A".
The City Administration recommends approving the Single Family Code Compliance
Elderly Loan Assistance Pilot program, as specified in Exhibit "A", attached and
incorporated, authorizing the allocation of $500,000.00 grant funds from the District 1
Commissioner's Share of the City's Anti -Poverty Initiative, to asssit the City of Miami
elderly homeowners to correct outstanding compliance violations.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
APPROVING THE SINGLE FAMILY CODE COMPLIANCE ELDERLY LOAN
ASSISTANCE PILOT PROGRAM, AS MORE PARTICULARLY SPECIFIED IN EXHIBIT
"A," ATTACHED AND INCORPORATED; ALLOCATING GRANT FUNDS IN THE
AMOUNT OF $500,000.00 FROM THE DISTRICT 1 COMMISSIONER'S SHARE OF
THE CITY OF MIAMI'S ("CITY") ANTI -POVERTY INITIATIVE FUNDS TO ASSIST THE
CITY'S ELDERLY HOMEOWNERS IN CORRECTING OUTSTANDING CODE
COMPLIANCE VIOLATIONS ON THEIR PROPERTIES; FURTHER AUTHORIZING
THE CITY MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL NECESSARY
DOCUMENTS, ALL IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, TO
COMPLETE THE ALLOCATION OF SAID FUNDS.
WHEREAS, the City Commission created the Anti -Poverty Initiative Program ("API") to
assist low-income residents within the City of Miami ("City"); and
WHEREAS, the goal of the "Single Family Code Compliance Elderly Loan Assistance Pilot
Program" ("Program") is to provide elderly homeowners assistance with correcting code
compliance violations; and
WHEREAS, a summary of the Program's policies and guidelines is attached and
incorporated as Exhibit "A"; and
WHEREAS, the City's Administration recommends approving the Program, as more
particularly described in Exhibit "A," attached and incorporated, and allocating grant funds in the
amount of $500,000.00 from the District 1 Commissioner's share of the City's API to assist the
City's elderly homeowners in correcting outstanding code compliance violations;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The Program as more particularly specified in Exhibit "A," attached and
incorporated, is approved.
Section 3. The allocation of grant funds in the amount of $500,000.00 from the District 1
Commissioner's share of the City's API to assist the City's elderly homeowners in correcting
outstanding code compliance violations on their properties is authorized.'
1 The herein authorization is further subject to compliance with all requirements that may be imposed by
the City Attorney, including but not limited to, those prescribed by applicable City Charter and City Code
provisions.
Section 4. The City Manager is authorized' to negotiate and execute any and all
necessary documents, all in a form acceptable to the City Attorney, to complete the allocation of
said funds.
Section 5. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
