HomeMy WebLinkAboutR-19-0304City of Miami City Hall 3500 Pan American Drive ResolutionR-19-0304 Miami, FL 33133 www.miamigov.com Legislation File Number:6064Final Action Date:7/25/2019 A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), AUTHORIZING THE TRANSFER OF COMMUNITY DEVELOPMENT BLOCK PERSONS WITH AIDS ("HOPWA") PROGRAM DELIVERY FUNDS TO ALLAPATTAH BUSINESS DEVELOPMENT AUTHORITY, INC., A FLORIDA A FLORIDA NOT FOR PROFIT CORPORATION, FOR EACH OF THE 2019- 2020 AND 2020-2021 PROGRAM YEARS, AS MORE PARTICULARLY INCORPORATED, SUBJECT TO THE AVAILABILITY OF FUNDING, TO PROVIDE HOUSING SECTION 8 HOUSING CHOICE VOUCHER PROGRAM, THE MODERATE REHABILITATION PROGRAM, AND THE HOPWA PROGRAM; FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL NECESSARY DOCUMENTS, INCLUDING AMENDMENTS, EXTENSIONS, AND MODIFICATIONS, ALL IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID PURPOSE(S). Section 8Programsand Housing Program(collectively, ; and WHEREAS, the Programs require that all participating propertiesareinspected during move-in,move-out,and annually to meet minimum housing quality standards; and Housing and Community Development issued a Request for Proposalsorqualified and experienced firms for general inspection services,including but not limited to Housing Quality Standard Inspections,in accordance with the requirements of 24, and all other typesof inspections,in accordance, when applicable, withthe governing Florida Building Code and other federal, state, and local laws, rules, regulations, directives, codes and ordinances; and WHEREAS, the RFP was issued on February 12, 2019,with a submission deadline of March 12, 2019; and WHEREAS, the RFP produced a total of two (2) proposals, both of which were deemed qualified to be considered for funding; and WHEREAS, Allapattah Business Development Authority, Inc., a Florida Not For Profit Corporation,and Sunshine for All, Inc.,a Florida Not For Profit Corporation,are private nonprofit Sub-recipients,asdefined under the provisions of 24 CFR 570.500(c) and are City of MiamiPage 1of 2File ID: 6064 (Revision: ) Printed On:4/21/2025 File ID: 6064Enactment Number:R-19-0304 eligible to receive CDBG funding assistance from the City,in order to undertake activities eligible for such assistance under Subpart C of the regulations; and WHEREAS, the CityAdministration recommends the transfer of CDBG administration and HOPWA program delivery funds,as more particularly specified in Attachment, and incorporated, to provide HQS Programs for 2019-2020and 2020-2021 program years, subject to availability of funds; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The transfer of CDBG administration and HOPWA program delivery funds to ABDA and Sunshine for All, Inc. for each of the 2019-2020 and 2020-2021 Program Years, as more particularly specified in Attachment,subject to the availability of funding,Section 8 Housing Choice Voucher Program, the Moderate Rehabilitation Program, and the HOPWAProgramis 1 authorized. 1 Section 3. The City Manager is authorizedto negotiate and execute any and all necessary documents,including amendments, extensions, and modifications,all in formsacceptable to the City Attorney, for said purpose(s). Section 4. This Resolution shall become effective immediately upon its adoption and 2 signature of the Mayor. APPROVED AS TO FORM AND CORRECTNESS: 1 The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. 2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted.
