A resolution of the Miami City commission authorizing the City Manager to de -allocate
fifty six thousand and five hundred dollars ($56,500.00) of Anti -Poverty funds on behalf
of the Mayor's Office and Commissioner's Office for District 3. The following entities will
be de- allocated: Slam Foundation, Inc.; The Trayvon Martin Foundation, Inc.; Kiwanis
Club of Little Havana, Inc.; Shake -A -Leg Miami, Inc.; Streamline Miami Foundation, Inc.;
Miami -Dade County Community Action and Human Services Department. These
entities are being de -allocated because the entity has either not submitted the required
agreement or has not submitted the requested documentation to receive the funds.
Background of Item:
The City of Miami created the Anti -Poverty Initiative ("API") to address poverty based on
a strategy of focusing the provision of support towards City's residents achieving self-
sufficiency. Pursuant to Resolution 16-0044, recipients of Anti -Poverty Initiative funding
execute an agreement with the city that addresses the scope of services, performance
measures, invoicing, conflicts of interest and other material terms that may be
applicable to the use of funds. Failure to complete an agreement packet can result in
the loss, or de- allocation, of funds.

A RESOLUTION OF THE MIAMI CITY COMMISSION RESCINDING IN THEIR
ENTIRETY RESOLUTION NO. 18-0297 ADOPTED ON JULY 12, 2018, RESOLUTION
NO. 18-0274 ADOPTED ON JUNE 28, 2018, AND RESOLUTION NOS. 17-0465, 17-
0462, AND 17-0458 ADOPTED ON SEPTEMBER 28, 2017, THEREBY DE -
ALLOCATING ANTI -POVERTY INITIATIVE ("API") FUNDS IN THE TOTAL AMOUNT
OF FIFTY-FIVE THOUSAND, FIVE HUNDRED DOLLARS ($55,500.00) THAT WERE
PREVIOUSLY AWARDED; DE -ALLOCATING API FUNDS AWARDED IN AN AMOUNT
NOT TO EXCEED ONE THOUSAND DOLLARS ($1,000.00) PURSUANT TO
RESOLUTION NO. 18-0267 ADOPTED ON JUNE 28, 2018 AS SPECIFIED HEREIN;
REALLOCATING FIFTY-SIX THOUSAND, FIVE HUNDRED DOLLARS ($56,500.00) IN
API FUNDS TO THE RESPECTIVE DISTRICT 3 COMMISSIONER'S AND THE
MAYOR'S SHARE OF THE CITY OF MIAMI'S API FUNDS.
WHEREAS, the Miami City Commission adopted the following Resolutions which
collectively awarded the below -listed organizations funds totaling an amount not to
exceed Fifty -Six Thousand, Five Hundred Dollars ($56,500.00) from the District 3
Commissioner's and Mayor's share of the City of Miami's ("City") Anti -Poverty Initiative
("API"):

WHEREAS, the organizations have either not executed the required agreements,
not submitted the required agreements, or not submitted the requested documentation
required to receive the awarded funds; and
WHEREAS, the Miami City Commission wishes to de -allocate the awarded
funds and reallocate the same funds to the respective District 3 Commissioner's and
Mayor's share of the API funds for future allocations;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble of this Resolution are
adopted by reference thereto and incorporated herein as if fully set forth in this Section.
Section 2. Resolution No. 18-0297 adopted on July 12, 2018, Resolution No. 18-
0874 adopted on June 28, 2018, and Resolution Nos. 17-0465, 17-0462, and 17-0458
adopted on September 28, 2017 are hereby rescinded in their entirety, de -allocating grant
funds in the total amount of fifty-five thousand, five hundred dollars ($55,500.00) that were
previously awarded.
Section 3. The API funds awarded in an amount not to exceed One Thousand
Dollars ($1,000.00) pursuant to Resolution No. 18-0267 adopted on June 28, 2018 to the
Travon Martin Foundation, Inc., are hereby de -allocated.
Section 4. API Funds totaling Fifty -Six Thousand, Five Hundred Dollars ($56,500.00)
are hereby reallocated to the respective District 3 Commissioner's and Mayor's share of the
API funds for future allocations.
Section 5. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.1

1 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (1) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
