A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENTS,
APPROVING AND ADOPTING THE SUPPLEMENTAL BUDGET OF THE
LIBERTY CITY COMMUNITY REVITALIZATION TRUST ("TRUST"),
ATTACHED AND INCORPORATED AS EXHIBIT "D", IN THE AMOUNT OF
ONE MILLION, ONE HUNDRED THIRTY-TWO THOUSAND, ONE HUNDRED
TWENTY-ONE DOLLARS ($1,132,121.00) FOR THE FISCAL YEAR
COMMENCING OCTOBER 1, 2018 AND ENDING SEPTEMBER 30, 2019
("FISCAL YEAR 2018-2019"), SUBJECT TO FURTHER AMENDMENT OF THE
TRUST'S RELATED MASTER PLAN BY SEPARATE RELATED ORDINANCE
TO ALLOW FOR THE USE OF A PORTION OF SUCH FUNDS DURING
FISCAL YEAR 2018-2019 FOR NEW COMMUNITY SERVICES REGARDING
ASSISTANCE WITH DEVELOPMENT OF AFFORDABLE HOUSING BUILDING
CRITERIA.
WHEREAS, the City of Miami ("City") created and established the Liberty City
Community Revitalization Trust ("Trust") pursuant to Ordinance No. 12859 adopted October 12,
2006; and
WHEREAS, the Trust is responsible for the oversight and facilitation of the City's
revitalization and redevelopment activities in the Liberty City area; and
WHEREAS, Section 12.5-36 of the Code of the City of Miami, Florida, as amended ("City
Code"), provides that the Trust shall submit a budget to the City Commission for approval, in a
form acceptable to the City Manager; and
WHEREAS, pursuant to Resolution No. 18-0393 adopted September 13, 2018, the City
Commission approved the Trust's original annual budget for the fiscal year commencing
October 1, 2018 and September 30, 2019 ("Fiscal Year") in the amount of Four Hundred Thirty -
Two Thousand, One Hundred Twenty -One Dollars ($432,121.00), attached and incorporated as
Exhibit "A" ("Original Annual Budget"); and
WHEREAS, pursuant to Resolution No. 19-0102 adopted by the City Commission on
March 14, 2019, attached and incorporated as Exhibit "B", the Trust received unanticipated
revenues from the District 5's share of the City's Anti -Poverty Initiative funds in the total amount
of Two Hundred Thousand Dollars ($200,000.00) for the Trust's Summer Youth Program,
necessitating an amendment of the Trust's Original Annual Budget; and
WHEREAS, the Trust also received unanticipated revenue from District 5 in the total
amount of Five Hundred Thousand Dollars ($500,000.00) to assist in the development of
housing, through Ordinance No.13758 adopted by the City Commission on March 22, 2019,
attached and incorporated Exhibit "C", which also necessitates amending the Trust's Original
Annual Budget and the Trust's master plan ("Master Plan") to the proposed operations,

activities, and improvements of the revitalization for this new community service by the Trust;
and
WHEREAS, Section 12.5-36(a) of the City Code provides for the Trust to return to the
City Commission for approval of supplements to the Original Annual Budget and to update the
Trust's Master Plan; and
WHEREAS, in order for the Trust to provide the new community service of assisting with
the development of criteria for affordable housing buildings such as resiliency and
environmental sustainability during the remainder of the Fiscal Year, (1) Section 12.5-36(b) of
the City Code provides that no expenditure shall be made in any given year without approval
by the City Commission of the Trust's budget for that year and all expenditures shall comply
with City procedures for acquisition of goods and services and (2) Section 12.5-36(c) of the
City Code requires an amendment of the Trust's Master Plan in connection with the
supplemented and amended budget ("Supplemental Budget"); and
WHEREAS, the governing body of the Trust (1) reviewed and approved the Trust's
Supplemental Budget for the Fiscal Year by Resolution, attached and incorporated as
Composite Exhibit "D," on May 8, 2019 and (2) approved by Resolution on July 9, 2019,
attached and incorporated as Exhibit "E", to amend the Trust's Master Plan by submitting to the
City Commission a related separate Ordinance amendment;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The Trust's Supplemental Budget in the amount of One Million, One Hundred
Thirty -Two Thousand, One Hundred Twenty -One and 00/100 Dollars ($1,132,121.00), attached
and incorporated as Exhibit "D," for the Fiscal Year is approved and adopted, subject to
amendment of the Trust's Amended Master Plan, by separate related Ordinance amendment to
allow use of a portion of such funds during the Fiscal Year for new community services
regarding assistance with affordable housing building criteria.
Section 3. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.'

1 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
