As directed by the City Commission via Resolution: R-19-0186, the following vehicular restrictions to coincide
with the end of any commercial property are proposed:
• SW 14th Avenue approximately 125 feet south of SW 22nd Street
• SW 16th Avenue approximately 125 feet south of SW 22nd Street
• SW 16th Court approximately 125 feet south of SW 22nd Street
• SW 23rd Street at a point approximately 120 feet east of its intersection with SW 17th Avenue
As required by City Code Section 54-16(h), the Resilience and Public Works Department is soliciting written
comments and recommendations concerning the request for vehicular restriction from Police, Fire -Rescue and
Solid Waste Departments.

The proposed vehicular restrictions are recommended with the following conditions:
SW 14th Avenue approximately 125 feet south of SW 22nd Street — Residents must place garbage / recycle carts and
bulky trash on the PROW of SW 22nd Terrace for collection.
SW 16th Avenue approximately 125 feet south of SW 22nd Street — Residents must place garbage / recycle carts and
bulky trash on the PROW of SW 22nd Terrace for collection.
SW 23rd Street at a point approximately 120 feet east of its intersection with SW 17th Avenue — Residents must place
garbage / recycle carts and bulky trash on the PROW of SW 17th Avenue for collection.
The proposed vehicular restrictions are not recommended as follows:
SW 16th Court approximately 125 feet south of SW 22nd Street — Restrictions would prohibit sanitation
collection services due to operational safety hazards.

Pursuant to Section 54-16(h), of the City of Miami Code, the Miami Police Department does not
oppose the proposed vehicular restrictions to SW 17th Avenue and 23rd Street and SW 22nd Street on
16th Court, 16th Avenue and 14th Avenue. Police services can be provided to the residents in the
aforementioned areas.

We are in disagreement with the two below listed proposed road closures, as the
closures are noncompliant with the Florida Fire Prevention Code (FFPC) and will
result in adverse impacts regarding the Department of Fire Rescue's response
capabilities in that area. The other closures mentioned in the memo, although code
compliant, also present potential impacts on our response to the area. However,
in the event the two below listed road closures do not come to fruition, the impacts
of the other proffered road closures will have only minimal impacts.
1. SW 16th Court approximately 125 feet south of SW 22nd Street (dead end
of approximately 562 feet).
2. SW 23rd Street at a point approximately 120 feet east of its intersection
with SW 17th Avenue (dead end of approximately 168 feet).
• The below shows that creating road closures at the two above
mentioned proposed locations will create dead ends of over 150 feet.
The closure on 16th Court will result in a dead end of approximately
562 feet, and the closure on 23rd Street will result in a dead end of
approximately 168 feet.
o Per the FFPC, dead ends in excess of 150 feet in length shall be
provided with approved provisions for the fire apparatus to
turn around.
The proposed closures on 16th Avenue and 16th Court approximately 125 feet
South of 22 Street will minimize the availability of hydrants located on SW
16th Court and 16th Avenue creating a distance of approximately 562' to the nearest
accessible hydrant for some of the dwellings, thereby impacting fire protection for
the residents of the above -mentioned roads, although allowable by the FFPC.
o Per the FFPC, a hydrant must be located within 600 feet of a one
or two-family dwelling, and the maximum distance between
hydrants shall not exceed 800 feet.

Access by fire and rescue apparatus will also be impacted by the proposed closures
and response times will be adversely impacted as units attempt to expeditiously
access the area through the remaining access points.
Florida Fire Prevention Code, NFPA 1 (Fire Code)
18.2.3.4.4 Dead Ends. Dead-end fire department access roads in
excess of 150 ft (46 m) in length shall be provided with approved
provisions for the fire apparatus to turn around.
18.5.2 Detached One- and Two -Family Dwellings. Fire
hydrants shall be provided for detached one- and two-family
dwellings in accordance with both of the following:
(1) The maximum distance to a fire hydrant from the closest
point on the building shall not exceed 600 ft (183 m).
(2) The maximum distance between fire hydrants shall not
exceed 800 ft (244 m).
