DATE Wednesday, June 26, City Manager 2019 Lillian Blondet Director, Office of rants Administration SUBJECT: REFERENCES: ENCLOSURES: FILE: API Allocation-$92,702 to Little Havana Activities & Nutrition Centers of Dade County, Inc. from the District 1, Commissioner Gort — Four Fifth Waiver BACKGROUND The City of Miami ("City") created the Anti -Poverty Initiative to address poverty and focus on providing support to its residents. The Little Havana Activities & Nutrition Centers of Dade County, Inc. (Organization) is a non-profit organization that was established in 1972 providing center and home -based services to older adults. The meals program at Antonio Maceo Park will provide one (1) meal per day, Monday thru Friday, to 63 unduplicated clients that are 60 years and older. The program estimates that they will serve 15,775 congregate meals. The goal of this program is aid 66% of seniors in maintaining or improving their nutrition status. This will be measured by comparing the clients' nutrition score on their initial assessment to their nutrition score on their annual reassessment. As the Organization is familiar with the needs of the seniors at Antonio Maceo Park, it would be advantageous for the City to expedite the allocation and waive procurement requirements at this time. Providing these funds to the Organization will allow local businesses to obtain these services immediately, with no added time for the procurement process, which could take over 30-40 days. RECOMMENDATION In light of the above stated, approval of a waiver of the formal requirements of competitive sealed bidding methods as not being practicable or advantageous to the City as set forth in the City Code of Ordinances, as amended, specifically Section 18-85 (A), and the affirmation of these written findings and the forwarding of the same to the City Commission for ratification by a four -fifths vote is respectfully requested.
