APPROVING THE ALLOCATION FOR FISCAL YEAR 2019-2020 OF HOUSING
OPPORTUNITIES FOR PERSONS WITH AIDS ("HOPWA") PROGRAM FUNDS, IN
THE AMOUNT OF $11,628,915.00 AND THE AMOUNT OF $400,000.00 FROM
PREVIOUS YEAR UNALLOCATED AMOUNT, FOR A TOTAL AMOUNT OF
$12,028,915.00 AS SPECIFIED IN ATTACHMENT "A," ATTACHED AND
INCORPORATED, TO PROVIDE HOUSING ASSISTANCE AND HOUSING RELATED
SERVICES TO LOW-INCOME INDIVIDUALS LIVING WITH HIV/AIDS; FURTHER
AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL
THE NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY
ATTORNEY, FOR SAID PURPOSE.
Background of Item:
The HOPWA Program was created under the AIDS Housing Opportunity Act and
revised under the Housing and Community Development Act of 1992.
Since 1994 the City of Miami ("City") has received HOPWA Program funds from the
United States Department of Housing and Urban Development (" HUD") and has been
responsible for the implementation of programs designed to provide housing and related
services to individuals living with HIV/AIDS in the City and throughout Miami -Dade
County.
The City Administration recommends the allocation for Fiscal Year 2019-2020 HOPWA
funds, in the amount of $11,628,915.00 and the amount of $400,000.00 from previous
year unallocated amount, for a total amount of $12,028,915.00, as specified in
Attachment "A", attached and incorporated, to provide housing assistance and housing
related services to low-income individuals living with HIV/AIDS.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
APPROVING THE ALLOCATION FOR PROGRAM YEAR 2019-2020 HOUSING
OPPORTUNITIES FOR PERSONS WITH AIDS ("HOPWA") PROGRAM FUNDS, IN
THE AMOUNT OF $11,628,915.00 AND IN THE AMOUNT OF $400,000.00 FROM
THE PREVIOUS YEAR'S UNALLOCATED AMOUNT, FOR A TOTAL AMOUNT OF
$12,028,915.00, AS MORE PARTICULARLY SPECIFIED IN EXHIBIT "A," ATTACHED
AND INCORPORATED, TO PROVIDE HOUSING ASSISTANCE AND HOUSING
RELATED SERVICES TO LOW-INCOME INDIVIDUALS LIVING WITH HIV/AIDS;
AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL
DOCUMENTS, ALL IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, AS MAY
BE NECESSARY TO COMPLETE THE ALLOCATIONS.
WHEREAS, the Housing Opportunities for Persons with AIDS ("HOPWA") Program was
created under the AIDS Housing Opportunity Act and revised under the Housing and
Community Development Act of 1992; and
WHEREAS, since 1994, the City of Miami ("City") has received HOPWA Program funds
from the United States Department of Housing and Urban Development ("HUD") and has been
responsible for the implementation of programs designed to provide housing and related
services to individuals living with HIV/AIDS in the City and throughout Miami -Dade County; and
WHEREAS, the City's Administration recommends the allocation of Program Year 2019-
2020 HOPWA funds in the amount of $11,628,915.00 and in the amount of $400,000.00 from
the previous year's unallocated amount, for a total amount of $12,028,915.00, as more
particularly specified in Exhibit "A," attached and incorporated, to provide housing assistance
and housing related services to low-income individuals living with HIV/AIDS;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The allocation of Program Year 2019-2020 HOPWA Program funds in the
amount of $11,628,915.00 and in the amount of $400,000.00 from the previous year's
unallocated amount, for a total amount of $12,028,915.00, as more particularly specified in
Exhibit "A," attached and incorporated, to provide housing assistance and housing related
services to low-income individuals living with HIV/AIDS is approved.
Section 3. The City Manager is authorized to negotiate and execute any and all
documents, all in a form acceptable to the City Attorney, as may be necessary to complete the
allocations.
Section 4. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

1 The herein authorization is further subject to compliance with all requirements that may be imposed by
the City Attorney, including but not limited to those prescribed by applicable City Charter and Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
