Subject: Purchase - Glock 9MM Standard Duty Pistols
Purpose of Item:
The nature of this item is to authorize a Resolution of the Miami City Commission,
piggybacking on the competitively solicited Miami -Dade County ("MDC") Law
Enforcement Equipment and Supplies Contract (1088-0/17) for the purchase of Glock
9mm standard duty pistols which expires on September 30, 2022, subject to any
extensions and/or replacement contracts by MDC, allocating funds from various sources
of funds and agencies, subject to the availability of funds and budgetary approval at the
time of need. Authorizing the City Manager to negotiate and execute all other
documents, including any amendments, renewals, and extensions, subject to
allocations, appropriations and budgetary approval having been previously made, and in
compliance with applicable provisions of the Code of the City of Miami, Florida, as
amended, ("City Code"), including, the City of Miami's Procurement Ordinance, Anti -
deficiency Act, and Financial Integrity Principles, all as set forth in Chapter 18 of the City
Code, in a form acceptable to the City Attorney, and in compliance with applicable
regulations, as may be necessary for said purpose.
Background of Item:
The City of Miami's Police Department ("MPD") is upgrading their standard use pistols.
They are replacing the Glock 40 caliber with Glock 9mm pistols. MPD did a study of 40
cal versus 9 mm. The 9 mm pistols have a precision barrel, for added accuracy and are
ambidextrous. Additionally 9 mm ammunition is less costly than 40 caliber. The two
suppliers that are on the contract have offered trade-ins which will further discount the
purchase price. The Federal Bureau of Investigation ("FBI") and Miami -Dade County
Police both recently completed the same upgrade.

A RESOLUTION OF THE MIAMI CITY COMMISSION UTILIZING THE
COMPETITIVELY SOLICITED AND EXISTING MIAMI-DADE COUNTY ("MDC") LAW
ENFORCEMENT EQUIPMENT AND SUPPLIES PRE -QUALIFICATION POOL
CONTRACT (1088-0/17) FOR THE PURCHASE OF GLOCK 9MM STANDARD DUTY
PISTOLS, WHICH CONTRACT EXPIRES ON SEPTEMBER 30, 2022, SUBJECT TO
ANY EXTENSIONS AND/OR REPLACEMENT CONTRACTS BY MDC, ALLOCATING
FUNDS FROM VARIOUS SOURCES OF FUNDS AND AGENCIES, SUBJECT TO THE
AVAILABILITY OF FUNDS AND BUDGETARY APPROVAL AT THE TIME OF NEED;
AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE ALL OTHER
DOCUMENTS, INCLUDING ANY AMENDMENTS, RENEWALS, AND EXTENSIONS,
SUBJECT TO ALLOCATIONS, APPROPRIATIONS, AND BUDGETARY APPROVAL,
HAVING BEEN PREVIOUSLY MADE, AND IN COMPLIANCE WITH APPLICABLE
PROVISIONS OF THE CODE OF THE CITY OF MIAMI, FLORIDA, AS AMENDED,
("CITY CODE"), INCLUDING THE CITY OF MIAMI'S PROCUREMENT ORDINANCE,
ANTI -DEFICIENCY ACT, AND FINANCIAL INTEGRITY PRINCIPLES, ALL AS SET
FORTH IN CHAPTER 18 OF THE CITY CODE, IN A FORM ACCEPTABLE TO THE
CITY ATTORNEY, AND IN COMPLIANCE WITH APPLICABLE REGULATIONS, AS
MAY BE NECESSARY FOR SAID PURPOSE.
WHEREAS, the Miami Police Department ("MPD") has a need to purchase Glock 9mm
pistols; and
WHEREAS, the purchase of these Glock 9mm pistols will update the weapons used by
our Officers, thereby increasing accuracy and decreasing ammunition cost; and
WHEREAS, pursuant to Section 18-111 of the Code of the City of Miami, Florida, as
amended ("City Code"), the Chief Procurement Officer has also determined that the awarded
contract between Miami -Dade County (1088-0/17) and various vendors, was entered into,
pursuant to a competitive process, in compliance with the City of Miami's laws, policies, and
procedures;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA"
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The procurement of Glock 9mm pistols for MPD, pursuant to Section 18-111
of the City Code, utilizing the competitively solicited and existing Miami -Dade County Pre -
Qualification Pool Contract 1088-0/17, effective through September 30, 2022, subject to any
renewals, extensions, or replacement contracts by MDC be utilized on an as -needed contractual
basis, subject to the availability of funds and budgetary approval at the time of need, is
authorized.'
Section 3. Funds to be allocated from MPD, subject to availability of funds and
budgetary approval at time of need.
Section 4. The City Manager is authorized' to negotiate and execute all other
documents, including any amendments, renewals, and extensions, subject to allocations,
appropriations, and budgetary approval having been previously made, and in compliance with
applicable provisions, pursuant to Chapter 18 of the City Code, including the City's Procurement
Ordinance, Anti -Deficiency Act, and Financial Integrity Principles, all as set forth in the City
Code, in a form acceptable to the City Attorney, and in compliance with applicable regulations,
as may be necessary for said purpose.
Section 5. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor2

1 The herein authorization is further subject to compliance with all requirements that may be imposed by
the City Attorney, including but not limited to, those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
