Background of Item: The Wynwood Business Improvement District's Board of Directors donated one hundred and eighty-one thousand, thirty-four dollars and thirty-seven cents ($181,034.37) to include licensing and a one (1) year warranty, to be utilized by the Miami Police Department to purchase forty-eight (48) security cameras and two (2) license plate readers, to be installed within the District. These cameras and license plate readers will be installed specifically in the Wynwood Business Improvement District and will be integrated into the Miami Police Department's existing camera system. The City will absorb the licensing, support and maintenance cost for years two (2) and three (3) at an estimated total of $17,729.52 for both years. The acceptance of this donation will be beneficial to the City of Miami by providing the City's police department with added resources in an effort to curtail or prevent crime in the Wynwood Business Improvement District, such as robberies, assaults, burglaries and other related offenses, which will increase public safety and the quality of life for the residents, businesses, and visitors of the City of Miami. Pursuant to Section 18-115 of the City Code, as amended, authorizes the City Manager to accept gifts of goods and services up to $25,000.00, however, acceptance of donation in excess of $25,000.00 are subject to approval by the City Commission. WHEREAS, the Wynwood Business Improvement District ("Wynwood BID") seeks to increase public safety and the quality of life for business owners and visitors to the businesses within the Wynwood BID area; and WHEREAS, at the February 20, 2019 meeting of the Wynwood BID, the Board of Directors unanimously approved a motion to donate funds to the City of Miami ("City") to be deposited into the Miami Police Department's ("MPD") Special Revenue Account for the purpose of establishing a Special Revenue Project titled the "Wynwood BID Security System" ("Project"); and WHEREAS, the Wynwood BID approved an allocation of one hundred eighty-one thousand, thirty-four dollars and thirty-seven cents ($181,034.37) to be utilized by MPD for the provision of forty-eight (48) security cameras and two (2) license plate readers to be installed, within the Wynwood BID area by an existing City vendor; and WHEREAS, the acceptance of the Wynwood BID's donation to establish the Project will expand MPD's Real Time Crime Center capabilities and provide additional resources in an effort to curtail or prevent crime in the Wynwood BID area and/or allow MPD to utilize the system as an investigative tool for violent crimes, such as: robberies, assaults, burglaries, and other offenses specific to the Wynwood BID area; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The City Manager is authorized to accept a donation from the Wynwood BID in the amount of one hundred eighty-one thousand, thirty-four dollars and thirty-seven cents ($181,034.37) for the Project. Section 3. The City Manager is authorized' to allocate said funds to MPD's Special Revenue Fund Account Number 12000.191501.466000.0.0 to be utilized by MPD for the provision of forty-eight (48) security cameras and two (2) license plate readers, including software licensing, maintenance, and installation of all hardware within the Wynwood BID area and integrating into MPD's Real Time Crime Center. Section 4. The City Manager is further authorized' to designate the Chief of Police to approve the expenditure of funds and execute any and all necessary documents, all in a form acceptable to the City Attorney, for the disbursal of Project funds. Section 5. This Resolution shall become effective immediately upon its adoption and signature of the Mayor. 2 APPROVED AS TO FORM AND CORRECTNESS: ndez, ity Attor ey 6/27/2019 1 The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to, those prescribed by applicable City Charter and City Code provisions. 2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City of Miami Commission.
