Authorizing an Agreement
with Florida Film House
International Inc.
The Department of Parks and Recreation respectfully requests your approval and action
of the Miami City Commission by a 4/5ths affirmative vote, after an advertised public
hearing, ratifying, approving and confirming the City Manager's recommendation, and
finding that competitive negotiation methods are not practicable or advantageous
regarding the agreement for educational film, cinematography, and life skills activities
described below. Florida Film House has over ten years in business creating over eight
hundred productions. In 2017 the establishment of Florida Film House International,
Incorporated, a State of Florida not -for profit corporation, has further cultivated Florida
Film House's partnerships with prominent community organizations and schools in the
Overtown Community feeder pattern; making it not practicable or advantageous for the
City to seek other vendors to provide the same service that the Florida Film House
International, Inc. has been successfully provided in the Overtown community.
The Department respectfully requests such recommendation, finding, and authorization in
order to proceed with executing a Program Partnership Agreement, with the Florida Film
House International, Incorporated for the provision of documentary film library services,
historic, educational, instructional, community and cultural documentary film creation,
film archival and maintenance programs, as well as the First Take Youth Program for at
risk youth at Dorsey Memorial Library.
During the past two years, Florida Film House International, Inc. has demonstrated its
qualifications and capacity to serve the City of Miami through the following:
1. 1st Take Youth Program has serviced and mentored over 500 young adults
through instructional life skills and the provision of film making classes.
2. Approximately twelve participants have received internships.
3. Approximately twenty program participants have acquired jobs as a result of
the 1 st Take Youth Program.
4. 1st Take Youth Program is a member of the Overtown Children and Youth
Coalition and has partnerships with many organizations in the Overtown
community committed to serving as a catalyst to empower Inner City youth.
For the reasons stated above, as required by Section 18-86(a)(3)(c) of the Code of
the City of Miami, the Department of Parks and Recreation (1) recommends that
an agreement for the 2019-2024 contract term will be awarded to the Florida
Film House International, Inc. which is qualified and has been providing said
services described above in the Overtown community, and (2) finds that
competitive negotiated methods are not practicable or advantageous for obtaining
a provider of said documentary film library services, historic, educational,
instructional, community and cultural documentary film creation, film archival
and maintenance programs, as well as the First Take Youth Program for at risk
youth at Dorsey Memorial Library.
