HomeMy WebLinkAboutExhibit ARESOLUTION NO. 009/2019 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE MIAMI DOWNTOWN DEVELOPMENT AUTHORITY OF THE CITY OF MIAMI, FLORIDA ("MIAMI DDA") APPROVING A SPONSORSHIP GRANT IN THE AMOUNT OF THREE HUNDRED THOUSAND DOLLARS ($300,000.00), WITH ONE HUNDRED THOUSAND DOLLARS ($100,000.00) BEING ALLOCATED FROM FISCAL YEAR 2018-2019 AND TWO HUNDRED THOUSAND DOLLARS ($200,000.00) FROM FISCAL YEAR 2019-2020, TO THE MIAMI SUPER BOWL 2020 HOST COMMITTEE ("SB 2020") FOR SUPER BOWL PARK/NATIONAL FOOTBALL LEAGUE ("NFL") LIVE EVENTS TAKING PLACE IN VARIOUS VENUES THROUGHOUT DOWNTOWN MIAMI SUBJECT TO (A) QUALITY OF LIFE CONCERNS OF THE SURROUNDING NEIGHBORS BEING ADDRESSED, (B) THE MIAMI DDA BEING GIVEN THE OPPORUNITY OF PARTICIPATING IN AND/OR COMMENTING ON ALL MARKETING BY SB 2020, AND (C) THE NFL LEGACY GRANT IN THE AMOUNT OF THREE HUNDRED THOUSAND DOLLARS ($300,000.00) AND ALL REQUIRED MATCHES BEING USED FOR A LEGACY PROJECT TO BE LOCATED IN THE MIAMI DDA DISTRICT; FURTHER AUTHORIZING THE EXECUTIVE DIRECTOR TO NEGOTIATE AND EXECUTE AN AGREEMENT WITH SB 2020, THE CITY OF MIAMI, BAYFRONT PARK MANAGEMENT TRUST, AND ANY OTHER NECESSARY RELEVANT PARTY, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY AND FINAL APROVAL BY THE BOARD OF DIRECTORS, FOR PURPOSES STATED HEREIN; FURTHER URGING THE MIAMI CITY COMMISSION TO ALLOCATE AND APPROPRIATE THE NFL LEGACY GRANT MATCH OF THREE HUNDRED THOUSAND DOLLARS ($300,000.00) AND ANY ADDITIONAL AMOUNT REQUIRED TO COMPLETE THE LEGACY PROJECT IN ELIGIBLE FUNDS COLLECTED PURSUANT TO THE DOWNTOWN DEVELOPMENT OF REGIONAL IMPACT INCREMENT II AND INCREMENET III DEVELOPMENT ORDERS OR FROM ANY OTHER FUNDING SOURCE AVAILABLE FOR SAID PURPOSE. WHEREAS, the Miami Downtown Development Authority of the City of Miami, Florida's ("Miami DDA") 2025 Downtown Miami Master Plan calls for the Miami DDA to "Hold a Prominent International Event to Celebrate & Crystallize Downtown's Position as the Epicenter of the Americas;" and WHEREAS, from time to time, the Miami DDA reviews and considers fuunding requests for special events and/or programs in Downtown Miami; and WHEREAS, the Super Bowl Park/National Football League Live Events ("SB Park Live Events") will be held at Bayfront Park and Maurice A. Ferre Park in February 2020 to celebrate the 100th Anniversary of the National Football League ("NFL"); and WHEREAS, the Miami Super Bowl 2020 Host Committee ("SB 2020") has requested financial support from the Miami DDA to assist with the funding of various SB Park Live Events to be held in Downtown Miami; and WHEREAS, the SB Park Live Events are estimated to bring an economic impact of approximately three hundred forty-seven million dollars ($347,000,000.00) to Miami -Dade County; and WHEREAS, Downtown hotels (JW Marriott and Intercontinental) were selected as official NFL and team hotels for the event; and WHEREAS, a majority of hotels related to the Super Bowl and the SB Park Live Events are located in Downtown Miami and a number of Downtown venues will be used to hold the associated events, such as NFL Honors event at the American Airlines Arena; and WHEREAS, SB 2020 expressed the NFL's commitment to provide a legacy grant to the City of Miami ("City") in the amount of three hundred thousand dollars ($300,000.00), conditioned on a match being provided by the City and the resulting combined amount being spent on a legacy project to be approved by the NFL ("Legacy Project"); and WHEREAS, the Board of Directors of the Miami DDA strongly encourages the NFL on its 100th Anniversary to ensure that any and all investments made in Bayfront Park, Maurice A. Ferre Park, and on Biscayne Boulevard have a lasting positive impact on our public spaces and on our streets; and WHEREAS, the Board of Directors of the Miami DDA encourages the City to fund the Baywalk Lighting Project, consistent with the Baywalk Unifying Design Elements/Guidelines as the Legacy Project; and WHEREAS, both the Urbanism and Enterprise Committees reviewed SB 2020' s request for a three hundred thousand dollars ($300,000.00) sponsorship grant for all SB Park Live Events; and WHEREAS, the Executive Committee of the Miami DDA recommended a sponsorship grant to be provided to SB 2020 in the amount of three hundred thousand dollars ($300,000.00), contingent upon the Legacy Project being fully funded by the NFL and the City, the Legacy Project being placed in Miami DDA District, the community and neighborhood issues are addressed by SB 2020, and providing access for the Miami DDA to participate in SB 2020's marketing efforts; NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE MIAMI DOWNTOWN DEVELOPMENT AUTHORITY OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals are true and correct and are adopted by reference and incorporated as if fully set forth in this Section. Fag:: 2 o` 3 Section 2. The Board of Directors of the Miami DDA approves a sponsorship grant in the amount three hundred thousand dollars ($300,000.00) to the SB 2020 for SB Park Live Events taking place in various venues throughout Downtown Miami, with one hundred thousand dollars ($100,000.00) being allocated from Fiscal Year 2018-2019 and two hundred thousand dollars ($200,000.00) from Fiscal Year 2019-2020. Section 3. The sponsorship grant is contingent on and subject to (a) quality of life concerns of the surrounding neighbors being addressed, (b) SB 2020 allowing the Miami DDA to participate in andlor comment on all marketing by SB 2020 regarding the Super Bowl and SB Park Live Events, and (c) any resulting Legacy Project being funded by the NFL at three hundred thousand dollars ($300,000.00) and the City match to be located in the Miami DDA District, with a preference of the Baywalk Lighting Project. Section 4. The Executive Director is authorized to negotiate and execute an agreement with SB 2020, the City, Bayfront Park Management Trust, and any other necessary relevant party, in a form acceptable to the City Attorney and final approval of the Board of Directors, for the purposes stated herein. Section 5. The Board of Directors of the Miami DDA urges the Miami City Commission to allocate and appropriate up to three hundred thousand dollars ($300,000.00) and any additional amount required to complete the Legacy Project in eligible funds collected pursuant to the Downtown Development of Regional Impact Increment II and Increment III Development Orders or from any other funding source available for said purpose. Section b. This Resolution shall become effective immediately upon its adoption.
