SUBJECT: Establishment of Liberty City Trolley Route
REFERENCES:
The Citizen Independent Transportation Trust (CITT) Municipal committee has strongly expressed their
desire for the City of Miami to implement a Trolley route within the Liberty City area. Our current system
serves many neighborhoods across the City including Little Haiti, Flagami, Little Havana, Coconut Grove,
and Allapattah with connections to Metrobus routes, Metrorail, Metromover and other area municipal
circulators. However, the CITT continues to express their concern regarding the lack of Trolley service in
the Liberty City area.
As such, we recommend that the City of Miami implement a new Trolley route to provide dedicated
service the Liberty City neighborhood. This route will serve the Liberty Square area, Miami Northwestern
High School, Edison High School with service along the main commercial corridors in the neighborhood.
Additionally, the route will connect to the City's Little Haiti Trolley route, the Allapattah Metrorail and
numerous MetroBus routes (see attached draft route). To comply with the Miami -Dade Department of
Transportation and Public Works Title VI Plan, we must coordinate a public outreach meeting with District
5 before finalizing the route alignment. Suggested operating hours are Monday - Saturday 6:30 a.m. —
11:30 p.m., which is consistent with other routes.
Establishment of this route requires an estimated annual operating cost of $600,000 and one-time cost of
$1. 1 million to purchase two vehicles. If approved, options for paying for the Route are:
Option 1 — Approve a budget modification to provide $600,000 for annual operating costs based
on our existing contract and $1. 1 million to acquire the vehicles.

these reductions to existing routes allows the City to implement the Liberty City route in a cost
neutral manner without increasing overall peak number of vehicles.
If you concur with further developing the Liberty City route and select a source of funding, we anticipate
presenting a .resolution to the Miami City Commission in March, 2019 for their approval and expect to
initiate services in May, 2019.
