A RESOLUTION OF THE MIAMI CITY COMMISSION URGING THE MIAMI-
DADE COUNTY DEPARTMENT OF TRANSPORTATION AND PUBLIC WORKS
TRAFFIC DIVISION ("COUNTY") TO TAKE ANY AND ALL ACTIONS RELATED
TO TRAFFIC MITIGATION AND CALMING SOLUTIONS FOR THE AREA
BOUNDED BY SOUTHWEST 37TH AVENUE TO THE WEST, SOUTHWEST
17TH AVENUE TO THE EAST, US 1 (SOUTH DIXIE HIGHWAY) TO THE
SOUTH, AND SOUTHWEST 22ND STREET (CORAL WAY) TO THE NORTH,
INCLUDING BUT NOT LIMITED TO THE USE OF ROUNDABOUTS,
CHICANES, SPEED TABLES, VEHICULAR ACCESS RESTRICTIONS,
CONVERSION OF STREETS TO ONE-WAY, SIGNAGE LIMITING NON -LOCAL
TRAFFIC AT CERTAIN TIMES, AND ANY AND ALL OTHER OPTIONS THE
COUNTY MAY CONSIDER; FURTHER REQUESTING THAT THE COUNTY
EVALUATE A REQUEST FOR A VEHICULAR ACCESS RESTRICTION ON
SOUTHWEST 24TH TERRACE, AT ITS INTERSECTION WITH SOUTHWEST
17TH AVENUE AND SOUTHWEST 27TH AVENUE; REQUESTING THAT THE
COUNTY RENDER A FINAL DECISION AS TO BOTH REQUESTS,
PURSUANT TO ITS EXCLUSIVE AUTHORITY TO REGULATE TRAFFIC
COUNTYWIDE, INCLUDING WITHIN THE CITY OF MIAMI
SPONSOR(S): Commissioner Manolo Reyes, Mayor Francis X. Suarez
WHEREAS, the City of Miami's Silver Bluff and Golden Pines neighborhoods, bounded
approximately by Southwest 37th Avenue to the west, Southwest 17th Avenue to the east, US 1
(South Dixie Highway) to the south, and Southwest 22nd Street (Coral Way) to the north,
experience significant cut -through traffic during morning and afternoon rush hour periods; and
WHEREAS, such cut -through traffic on local residential streets, not designed for such
volume, diminishes residents' quality of life; and
WHEREAS, in addition to quality of life problems such as noise and general congestion,
such cut -through traffic creates significant life -safety risks as those residential streets are
narrower than nearby arterial roadways, increasing the risk of vehicular accidents, including
those involving pedestrians; and
WHEREAS, rush hour cut -through traffic tends to disobey posted speed limits in order to
gain an advantage over using arterial roadways meant for such traffic; and
WHEREAS, the City Commission wishes to request that the Miami -Dade County
Department of Transportation and Public Works Traffic Division ("County"), review any and all
possible solutions for traffic mitigation and traffic calming, including but not limited to, the use of
roundabouts, chicanes, speed tables, vehicular access restrictions, conversion of streets to one-
way, signage limiting non -local traffic at certain times, or any other method allowed by the
Manual on Uniform Traffic Control Devices; and

WHEREAS, certain residents living on Southwest 24th Terrace, between Southwest
17th Avenue and Southwest 27th Avenue, have petitioned for a vehicular access restriction for
said street, due to concerns related to cut -through traffic; and
WHEREAS, by a memorandum dated November 21, 2018, from the City Manager to
Commissioner Manolo Reyes, it was indicated that the request for a vehicular access restriction
could not be moved forward and that the Departments of Fire -Rescue and Solid Waste opposed
such a vehicular access restriction; and
WHEREAS, the City Commission wishes for the County to review both the proposed
vehicular access restriction for Southwest 24th Terrace by itself ,as well as an overall range of
traffic calming and mitigation solutions, for the general neighborhood area as more particularly
described herein; and
WHEREAS, pursuant to Section 2-96.1 of the Code of Miami -Dade County, Florida, the
County has exclusive jurisdiction over traffic engineering services and traffic control devices
within the City of Miami ("City"); and
WHEREAS, the City lacks jurisdiction governing the same, preventing the City from
unilateral use of such vehicular access restrictions or other traffic calming and mitigation
solutions, absent approval from the County;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Commission urges the County take any and all actions related to
traffic mitigation and calming solutions for the area, bounded by Southwest 37th Avenue to the
west, Southwest 17th Avenue to the east, US 1 (South Dixie Highway) to the south, and
Southwest 22nd Street (Coral Way) to the north, including but not limited to, the use of
roundabouts, chicanes, speed tables, vehicular access restrictions, conversion of streets to one-
way, signage limiting non -local traffic at certain times, and any and all other options available to
the County, pursuant to existing traffic studies for the area, and to evaluate the request for a
vehicular access restriction for Southwest 24th Terrace at its intersection with Southwest 17th
Avenue and Southwest 27th Avenue, and to render a final decision as to both requests pursuant
to the County's exclusive jurisdiction over traffic in the City.
Section 3. The City Clerk is directed to forward a copy of this Resolution to Mayor Carlos
Gimenez, County Transportation Director Alice Bravo, and the members of the Board of County
Commissioners.
Section 4. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.'
1 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
