N II, I 11.134) T R.II.00 Tur To: City of Miami Planning and Zoning Appeals Board RE: Magic City SAP 0 00 7// LiLis Lfc4Sci July 18, 2018 Dear PZAB, The Board of the Buena Vista Historic Neighborhood Association has reviewed the application and supporting documents for PZAB Items 12 and 13. We have several concerns about this application. This proposed zoning change and subsequent request for SAP are vague. An 'innovation district", or any other SAP has much potential to impact surrounding neighborhoods positively, and also negatively. We feel that more information needs to be provided to the community before designation as an SAP. Craig Robbins at DACRA has demonstrated what an SAP is, how it should interact with the communities around it, and the give and take in such an undertaking. The Magic City developers have not reached out regarding plans other than a meeting on November 14, 2017. At that time, they mentioned a Temporary Use Permit that would allow them entertainment venues for 3 plus years. We have heard no further details from Magic City, and a blanket Temporary Use Permit with alcohol licensing with NO community outreach or plans evident regarding parking, traffic, sanitation, noise, etc., is alarming at minimum, especially after what the City at the expense of residents has learned in hosting ULTRA in a dense residential and commercial corridor. Additionally, many of the letters of support for this SAP come from people who do not live in the area, and the last 6 letters (pages 1362 through 1367) are generated through a format found on the applicant's website. The letters are identical and all refer to the proposed Lemon. City Rail Station. Plans for a stop in Lemon City/Little Haiti, or at the proposed Eastside Ridge at 54th Street are nonexistent at FDOT level at this time, much as we at the local level would like to contemplate rail access within our communities. Greater lk4irni the best of our knowledge, low income or workforce housing is not part of this SAP, as indicated by Goals: 1101 and H01 which have been analyzed as inconsistent due to anticipated salaries of $75000 for potential occupants in the Magic City residences. We ask for a deferral of this designation and any Temporary Use Permits until the developer has reached out to various communities and has come to a consensus on acceptable impact and accommodations.
