As you know, the Applicant submitted a companion Comprehensive Plan (FLUM) Amendment application (the "Comp. Plan Application") for certain parcels in the Magic City SAP to change their current FLUM designations to Restricted Commercial. However, pursuant to Planning Department staffs request, and as discussed at the Planning, Zoning and Appeals Board's hearing on July 18, 2018, the Applicant is modifying its request to amend the FLUM designation of the subject parcels to General Commercial instead of Restricted Commercial. With the Comp. Plan Application, the Applicant submitted the enclosed Public School Concurrency Form at Annex A, seeking school concurrency for 3,485 net residential units. On July 16, 2018, Miami -Dade County Public Schools issued the concurrency analysis enclosed at Annex B hereto, finding sufficient capacity. The Applicant's modification to the Comp. Plan Application changing the proposed FLUM designations from Restricted Commercial to General Commercial will not affect this school concurrency analysis already conducted by Miami -Dade County Public Schools, since the General Commercial FLUM designation now proposed for the subject parcels results in the same 3,485 net residential units as Restricted Commercial. Both the Restricted Commercial and General Commercial FLUM designations have the same maximum allowable residential densities under the Miami Comprehensive Neighborhood Plan (MCNP), and the total acreage of subject parcels in the Comp.
