After the City Commission voted to approve the request at First Reading on March 28, 2019, the Planning Department transmitted the adoption package for Expedited State Review in compliance with Section 163.3184, Florida Statutes. According to Florida Statute, each agency has 30 days to provide comments. The comment period for the Expedited Review ended on May 20, 2019. The table below summarizes the details of the reviews by the agencies. The Department conducted a detailed review that focused on potential adverse impacts to important state resources and facilities, specifically: air and water pollution; wetlands and other surface waters of the state; federal and state-owned lands and interest in lands, including state parks, greenways and trails, conservation easements; solid waste; and water and wastewater treatment. Based on our review of the submitted amendment package, the Department has found no provision that, if adopted, would result in adverse impacts to important state resources subject to the Department's jurisdiction. SECRETARY Subject: Comments for the Miami Comprehensive Neighborhood Plan (MCNP) Proposed Amendment for Magic City Innovation District Special Area Plan -- FDEO#19-02ESR Dear Mr. Garcia: The Florida Department of Transportation, District Six, completed a review of the amendment to the Miami Comprehensive Neighborhood Plan (MCNP) concerning the 14.97-acre area for the Magic City Innovation District Special Area Plan. The site is generally bounded by NE 64th Street to the north, NE 59th Terrace to the south, Florida East Coast (FEC) railway to the east, and NE 2nd Avenue to the west in Miami, Florida. It is located approximately 0.3 miles east of 1-95, which is a Strategic Intermodal System (SIS) facility. The proposed amendment intends to modify approximately 5 acres of property designated as Medium Density Restricted Commercial to General Commercial; and approximately 10 acres from Light Industrial is to General Commercial. Based on the Applicant's traffic analysis prepared in June 2018, the maximum development potential of the proposed amendment would be 4,495 residential dwelling units, 5,300,000 square feet of office, and 1,878,995 square feet of retail. The resultant maximum potential traffic volume increase would be 2,057 net new A.M. peak hour vehicular trips and 2,069 net new P.M. peak hour vehicular trips. The District reviewed the amendment package per Chapter 163 Florida Statutes and found the proposed amendment would not significantly impact transportation resources and facilities of state importance. The amendment package includes one Future Land Use Map Amendment. There appears to be no regionally significant water resource issues; therefore, the District has no comments on the proposed amendment package. The District offers its technical assistance to the City and the Department of Economic Opportunity in developing sound, sustainable solutions to meet the City's future water supply needs and to protect the region's water resources.
