A. GENERAL INFORMATION:
REQUEST: Pursuant to Section 23-10 of the City Code of Ordinances as amended the Applicant is
requesting approval of the Ad Valorem Property Tax Exemption for Historic Resources, Part II
Application for an existing single-family, residential structure located on a parcel zoned T3-R "Sub -
Urban Transect Zone".
The subject property is an individually designated structure located within the Moorings Subdivision
and the Coconut Grove Net Area, The site is approximately the second parcel located on the
Southeast tercile of N Moorings Way and S moorings Way. (Complete legal description is on file with
Hearing Boards)

B. BACKGROUND:
The applicant came before the Historic and Environmental Preservation Board on May 7, 2013 for
alterations and the renovation of the exterior and interior. The application was approved under HEPB-
R-13-028 (Attachment "A").
• Replacement of all non -original awning, jalousie, and fixed windows with impact resistant,
casement, colonial -style windows to match the original window design
• Removal of a shed roof carport, shed roof entry porch, and courtyard covered porch
constructed in the 1940s by the Fisher family
• Partial demolition and alteration of the guest cottage at the rear of the property
• Alteration of flat -roofed portions of the existing house to become a hipped, barrel tile roof

• Construction of a two-story addition at the rear of the property, where the current carport,
covered porch, and guest house currently exist
• Construction of an "arbored entry porch" on the front fagade of the property where the shed
roof entry porch is proposed to be removed
• Relocation of the pool
• Restoration of the original wood casement windows and original arched wood front entry
door
• Repair of existing stucco and new exterior paint
• New landscape, including new patios and courtyards and a new driveway
The applicant came before the Historic and Environmental Preservation Board on April 1, 2014 for
approval of the Ad Valorem Application, Part I for the renovation of the exterior and interior. The
application was approved under HEPB-R-14-017 (Attachment "B").
C. COMPREHENSIVE PLAN:
The subject property is a locally designated residential structure constructed in 1925. Pursuant to
Goal LU-2, 2.3 and 2.4 of the Miami Neighborhood Comprehensive Plan the City will preserve and
protect the heritage of the City of Miami through the identification, evaluation rehabilitation, adaptive
reuse, restoration and public awareness of Miami's historic and archeological resources.
The Applicant is requesting approval of the AD Valorem Property Tax Exemption for Historic
Resources, Part II Application in accordance with the Comprehensive Plan and the Secretary of
Interior Standards.

F. ANALYSIS:
The following is a review of the request pursuant to Section 23-10 of the City Code of Ordinances and
the Secretary of Interior Standards, The General Information section of this report is hereby incorporated
into the analysis and its corresponding criteria by reference:
Analysis: The subject property is a two-story contributing home constructed in 1925.
The applicant is requesting approval of the AD Valorem Property Tax Exemption for
Historic Resources, Part II Application. The applicant received approval from the Historic
and Environmental Preservation Board for the following improvements:
1. New windows
2. Restoration of the balcony
3. Restoration of the chimney
4. Renovation of driveway
5. Relocation of the pool
6. Restoration of the fireplace
7. Restoration of the bannisters
8. Upgraded electrical equipment
9. New air conditioning system
10. Renovation of interior spaces. walls and ceilings
11, New front door
Unlike the City of Miami's Historic and Environmental Preservation Board's authority to
review only the exterior improvements in a Certificate of Appropriateness application, an
ad valorem tax exemption requires that the interior improvements be reviewed as well if
the tax exemption is to be applied. The guidelines for the review of interior improvements
include: Whether or not significant materials, examples of superior craftsmanship, and
volume -defining spaces (e.g. cathedral ceilings, mezzanine spaces) are retained.
Preservation staff inspected the property and in accordance with Division II - Sec. 23-19
of the City Code and found that the work complies with resolution HEPB-R-14-017.

H. CONCLUSION:
The application has demonstrated compliance with Chapter 23 entitled "Historic Preservation" of the
City of Miami Code of Ordinances and the Secretary of the Interior's Standards. Staff finds the
request complies with all applicable criteria.
I. RECOMMENDATION:
Pursuant to Section 23-10 of the City of Miami Code of Ordinances as amended and the Secretary
of Interior Standards, the Planning Department recommends approval of the application for Ad
Valorem Tax Exemption for Historic Properties, Part II.
