SECTION 2 Description of Improvements O All applicants must provide a full description of current state and proposed improvements. These improvements must comply with the Standards for Rehabilitation of Historic Properties set forth by the Secretary of the Interior. O All applicants must provide printed photographs (labeled and numbered) of existing features and architectural plans or diagrams of proposed changes. ' 2(; 2 . O O APPLICATION FEE: All applicants must present a 5 application fee (check made payable to the "City of Miami") along with the Preconstruction Application (Part I). PROCEDURE: 1. Review of Preconstruction Application by Historic Preservation Officer (15 workdays, following receipt of completed application with all supporting materials). 2. Officer schedules a HEP Board meeting to approve Preconstruction Application. Preconstruction Applications may be reviewed with a Special Certificate of Appropriateness before the HEP Board. 3. Officer notifies applicant of HEP Board meeting. 4. Historic Preservation Officer notifies applicant of decision in writing, either granting or denying the Special COA and the preconstruction application. 2 CONSTRUCTION PHASE Applicant has two years from the date of HEP Board Approval to complete the improvement project. The Historic Preservation Officer may grant 1 extension for a period of one (1) year for extenuating circumstances. AMENDMENTS TO PROPOSED PROJECT (IF ANY) PROCEDURE: 1. Historic Preservation Officer reviews Amendment Application. Officer may approve minor amendments or presents before the HEP Board, if changes are significant. 2. Applicant receives notification of acceptance of changes in writing and resumes construction. 3 APPLICATION PART II: REQUEST FOR REVIEW OF COMPLETED WORK O Applicants must complete a Request for Review of Completed work once the project/improvements are substantially completed. O All applicants must indlude printed photographs of completed work that correspond with photographs submitted for the Preconstruction Application (all photographs must be labeled) PROCEDURE: 1. Historic Preservation staff will contact the applicant to review the completed work and determine if the work is consistent with the previous preconstruction application. Officer will present this review before the HEP Board. 2. Historic Preservation officer presents Review of Completed work to the HEP Board, along with Part l: Preconstruction Application and all supporting materials and amendments to project. Officer makes a recommendation before the HEP Board. HISTORIC PRESERVATION TAX EXEMPTION COVENANT 1. if the NEP Board accepts the work completed as up to standards, the applicant and the City of Miami enter into a Covenant to ensure proper maintenance of the property for the period of the exemption. Applicant and Historic Preservation Officer sign a Covenant for Historic Preservation Property Tax Exemption. REVIEW BY THE HEP BOARD AND FINAL DETERMINATION BY CITY COMMISSION 1. The HEP Board must recommend to the City Commission that it either grant or deny the exemption. Such reviews must be conducted in accordance with the rules adopted by the Flonda Department of State. The HEP Board recommendations and the reasons must be provided to the applicant and to the City Commission before consideration of the application at an official Commission meeting. The Commission shall also be fumished with a covenant executed between the property owner and the city, confirming their intent to maintain the qualifying improvements for the duration of the tax exemption granted by the City Commission. 2. Public hearing scheduled. The applicant shall also be advised of the date of the hearing. 3. City of Miami Commission makes the final determination as to whether or not to grant the tax exception and sets the duration of said exception. 4. The covenant is filed by the Historic Preservation Officer before the Clerk of County Courts and will forward a copy of the complete application to the Miami -Dade County Property Appraiser's Office. APPEALS OF HEP BOARD DECISIONS The applicant shall have 30 days from the HEP Board decision to deny a preconstruction application, to appeal said decision. A written notice of appeal shall be filed with the Hearing Boards Department, with a copy to the Historic Preservation Officer.
