BACKGROUND
The City of Miami ("City") created the Anti -Poverty Initiative to address poverty and focus on providing support to
its residents.
Assistance to the Elderly, Inc., (Organization) Residential Plaza serves the elderly in the Miami -Dade community by
providing affordable housing with assisted living services that allow 350 seniors to live in a safe, caring and
supportive environment including those with dementia and Alzheimer's disease.
The 2017 hurricane season especially affected nursing and assisted living facilities in a way that prompted legislators
to impose a new Emergency Rule for assisted living facilities requiring that they have a back-up power source or
emergency generators capable of providing the same environment (lights, elevators and air conditioning) as are
available during normal weather conditions.
The allocation of $50,000 from District 1 Anti -Poverty Funds, for a total amount of $100,000.00 per Resolution R-
19-0211, passed on May 23, 2019, to the Organization for the generator project. The project comprises the purchase
and installation of a generator to meet the State requirements for cooling Residential Plaza in case of a power outage.
This building is an ALF located at 5617 NW 7th Street occupied by 350 seniors some of which suffer from Alzheimer.
The Organization is familiar with the needs of the community and the district, it would be advantageous for the City
to expedite the allocation and waive procurement requirements at this time. Providing these funds to the Organization
will allow local businesses to obtain these services immediately, with no added time for the procurement process,
which could take over 30-40 days.
RECOMMENDATION
In light of the above stated, approval of a waiver of the formal requirements of competitive sealed bidding methods
as not being practicable or advantageous to the City as set forth in the City Code of Ordinances, as amended,
specifically Section 18-85 (A), and the affirmation of these written findings and the forwarding of the same to the
Ci .mmission for ratification by a four -fifths vote is respectfully requested.
