A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE CITY
MANAGER, IN CONSULTATION WITH THE CITY ATTORNEY, TO DEVELOP
CRITERIA, ESTABLISH, AND IMPLEMENT A CIVIC INTERNSHIP PROGRAM
KNOWN AS THE CITY OF MIAMI PAGE PROGRAM FOR 15-18 YEAR OLD
STUDENTS FOR THE PURPOSE OF INTRODUCING STUDENTS TO LOCAL
GOVERNMENT, POLICY MAKING, AND PUBLIC SERVICE ("PROGRAM");
AUTHORIZING THE CITY MANAGER TO EXECUTE ANY AND ALL
NECESSARY DOCUMENTS, ALL IN A FORM ACCEPTABLE TO THE CITY
ATTORNEY, FOR THE PURPOSE OF IMPLEMENTING THE PROGRAM, WITH
AN IMMEDIATE EFFECTIVE DATE.

WHEREAS, the District 4 Commissioner is interested in launching a civic internship
Program known as the City of Miami Page Program for fifteen (15) to eighteen (18) year old
students ("Program") modeled after the State of Florida's Legislature Page Program; and
WHEREAS, during sessions of the Florida Legislature, students from all across the state
go to Tallahassee for one (1) week to work with Senators ("Senate Pages"); and
WHEREAS, Senate Pages assist Senators' offices by distributing items, learning the
legislative process, and doing mock legislative sessions where students play the Senators and
debate, discuss, and vote on mock legislation; and
WHEREAS, students should have the same opportunities locally; and
WHEREAS, the Program would commence June 1, 2019 and end July 30, 2019 and run
every summer thereafter, unless modified by City Commission; and
WHEREAS, the goal of the Program is to host students at City Hall for one (1) to two (2)
week periods during the summer; and
WHEREAS, each student will be assigned to a City Commissioner, the Mayor, or the
City Manager, if their schedules permit; and
WHEREAS, the Program contemplates internship service hour credits for students for
their service hour requirements or a stipend, subject to budgetary approval and availability of
funds at time of need;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble of this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.

Section 2. The City Manager, in consultation with the City Attorney, is authorized' to
develop criteria, establish, and implement the Program for the purpose of introducing students
to local government, policy making, and public service.
Section 3. The City Manager is further authorized' to execute any necessary
documents, all in a form acceptable to the City Attorney, for the purpose of implementing the
Program.
Section 4. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

1 The herein authorization is further subject to compliance with all requirements that may be imposed by
the City Attorney, including but not limited to, those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
