GENERAL INFORMATION: REQUEST: Pursuant to Section 23-10 of the City Code of Ordinances as amended the Applicant is requesting approval of the AD Valorem Property Tax Exemption for Historic Resources, Part II Application for an existing motel structure located on a parcel zoned T5-L "Urban Center Zone" and T6-8-0 "Urban Core Zone". The subject property is located within the MiMo Historic District, North Gate Subdivision and the Upper Eastside Net Area. The site is approximately the first parcel located on the Northwest quadrant of NE 63th Street and Biscayne Boulevard. BACKGROUND: The applicant has been issued three Certificates of Appropriateness for exterior restoration which were issued under COA-2014-11, COA-2014-32, and COA-2015-124. COA-2014-11 granted approval for painting. COA-2014-32 granted approval for the replacement of windows and doors. COA-2015-124 granted approval for signage restoration, a new ADA ramp, removal of AC wall units and stucco repair, guardrail renovations at Level 2, and rooftop mechanical equipment with rooftop screening. The applicant came before the Historic and Environmental Preservation Board on October 6, 2015 for approval of the Ad Valorem Application, Part I for the renovation of the exterior and interior. The application was approved under HEPB-R-15-074 (Attachment "A"). File No. 3548 Page 1 of 5 C. COMPREHENSIVE PLAN: The subject property is contributing transient residential structure constructed in 1953 located within the MiMo Historic District. Pursuant to Goal LU-2, 2.3 and 2.4 of the Miami Neighborhood Comprehensive Plan the City will preserve and protect the heritage of the City of Miami through the identification, evaluation rehabilitation, adaptive reuse, restoration and public awareness of Miami's historic and archeological resources. The Applicant is requesting approval of the AD Valorem Property Tax Exemption for Historic Resources, Part II Application in accordance with the Comprehensive Plan and the Secretary of Interior Standards. ANALYSIS: The following is a review of the request pursuant to Section 23-10 of the City Code of Ordinances and the Secretary of Interior Standards. The General Information section of this report is hereby incorporated into the analysis and its corresponding criteria by reference: Analysis: The subject property is a two-story contributing motel constructed in 1953. The applicant is requesting approval of the AD Valorem Property Tax Exemption for Historic Resources, Part II Application. The applicant received approval from the Historic and Environmental Preservation Board for the following improvements: 1. Restoration of the exterior facade 2. Replacement and upgrades to existing flat roof 3. New windows and doors 4. Painting and cleaning of the exterior 5. Restoration of the historic sign 6. New mechanical equipment 7. Renovation of interior spaces 8. Landscaping and paving Preservation staff inspected the property on December 27, 2017 and in accordance with Division II - Sec. 23-19 of the City Code and found that the work complies with resolution HEPB-R-15-074.
