FOUR -FIFTHS (4/5THS) AFFIRMATIVE VOTE, AFTER AN ADVERTISED PUBLIC
HEARING, RATIFYING, APPROVING, AND CONFIRMING THE CITY MANAGER'S
FINDING, ATTACHED AND INCORPORATED AS EXHIBIT "A," THAT COMPETITIVE
NEGOTIATION METHODS AND PROCEDURES ARE NOT PRACTICABLE OR
ADVANTAGEOUS, PURSUANT TO SECTION 18-85(A) OF THE CODE OF THE CITY
OF MIAMI, FLORIDA, AS AMENDED; WAIVING THE REQUIREMENTS FOR SAID
PROCEDURES; AUTHORIZING THE CITY MANAGER TO EXECUTE THE HOST
CITY AGREEMENT AND THE PARK USE AGREEMENT, IN A FORM ACCEPTABLE
TO THE CITY ATTORNEY, BY AND BETWEEN THE CITY OF MIAMI, THE
BAYFRONT PARK MANAGEMENT TRUST, SOUTH FLORIDA RACING, LLC., AND
FORMULA ONE WORLD CHAMPIONSHIP LIMITED, FOR A TEN (10) YEAR
CONTRACT FOR THE RUNNING OF THE FORMULA 1 MIAMI GRAND PRIX
STARTING IN OCTOBER OF 2018 WITH A FAN FESTIVAL AT BAYFRONT PARK
AND COMMENCING WITH FORMULA ONE GRAND PRIX RACING FROM
OCTOBER 2019 THROUGH OCTOBER 2029 WITH AN OPTION FOR A FURTHER
TEN (10) YEAR EXTENSION AND WITH TERMS AND CONDITIONS MORE
PARTICULARLY SET FORTH IN SAID AGREEMENT.
Background of Item:
The City Commission wishes to authorize the City Manager to execute the Host City
Agreement and the Park Use Agreements for the Formula 1 Miami Grand Prix, between
the City of Miami ("City"), the Bayfront Park Management Trust ("Park"), South Florida
Racing, LLC. ("SFR") and Formula One World Championship Limited ("Formula One"),
in a form acceptable to the City Attorney (collectively, "Agreements"). The City
Commission wishes to allow SFR and Formula One to run the Formula 1 Miami Grand
Prix from 2019 through 2029 with a fan festival to be held in October of 2018 pursuant
to the Agreements.

WHEREAS, the City Commission wishes to authorize the City Manager to execute the
Host City Agreement and the Park Use Agreements for the Formula 1 Miami Grand Prix,
between the City of Miami ("City"), the Bayfront Park Management Trust ("Park"), South Florida
Racing, LLC. ("SFR") and Formula One World Championship Limited ("Formula One"), in a form
acceptable to the City Attorney (collectively, "Agreements"); and
WHEREAS, the City Commission wishes to allow SFR and Formula One to run the
Formula 1 Miami Grand Prix from 2019 through 2029 with a fan festival to be held in October of
2018 pursuant to the Agreements;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. By a four -fifths (4/5ths) affirmative vote, after an advertised public hearing,
the City Manger's finding, attached and incorporated as Exhibit "A," that competitive negotiation
methods and procedures are not practicable or advantageous to the City pursuant to Section
18-85(a) of the Code of the City of Miami, Florida, as amended ("City Code") and waiving the
requirements for said procedures, is ratified, approved and confirmed.
Section 3. The City Manager is authorized' to execute the Agreements, in a form
acceptable to the City Attorney, by and between the City of Miami, the Bayfront Park
Management Trust, South Florida Racing, LLC., and Formula One World Championship
Limited, for a ten (10) year contract for the running of the Formula 1 Miami Grand Prix starting in
October of 2018 with a fan festival at Bayfront Park and then commencing with Formula One
Grand Prix racing from 2019 to 2029 with an option for a further ten (10) year extension and
with terms and conditions more particularly set forth in said Agreements.
Section 4. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2
APPROVED AS TO FORM AND CORRECTNESS:
1 The herein authorization is further subject to compliance with all requirements that may be imposed by
the City Attorney, including but not limited, to those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
