Colina Chief of Police 0 I 2018 Emergency procurement for replacement of SWAT communication headsets The City of Miami Police Department is respectfully requesting your authorization for an emergency purchase of communication headset systems for the City of Miami Police SWAT Team. The City of Miami Police SWAT Team is currently using outdated, ineffective communication systems which have presented a safety hazard to the individual officers. These hazards consist of the inability to effectively communicate amongst each other and the relaying of vital, actionable information to command staff. Several attempts were made to make this purchase through the normal procedures. A quote and purchase order was made for this equipment on December 15, 2017. The Procurement Department requested additional information from the vendor. The vendor then delayed on issuing that information. After receiving that information from the vendor, Procurement requested a sole source justification memo, which was written and issued on February 22, 2018. Due to an administrative error, this UASI-funded purchase was merged with the K-9 Unit's purchase of their communications system; which was to be purchased with general funding. This purchase order was sent and seen before commission but was pulled by K9 after realizing the error and the inevitable loss of funds they would face. Because of this, the processes had to be restarted and seen again before commission. The agenda for the next commission meeting has already been set and does not allow for this issue to be revisited. The UASI funds for this equipment is set to expire in December of this year. It is imperative that the SWAT Team have their communication systems in working order and up to date, to respond to potentially some of the most dangerous situations in law enforcement. Per the emergency procurement procedures as defined in Section 18-90 of the City Code, authorization to waive a competitive bid process, the City of Miami Police Department is requesting to procure the communication systems. Upon approval, and pursuant to section 18-90 of the City Code, an item will be prepared for ratification on this emergency procurement for an upcoming conunission meeting.
