The funds shall be allocated to the City of Miami to manage the project as described by HB 2767. The Department of Economic Opportunity shall directly contract with entities allocated funds from Specific Appropriation 2233A. 2234 SPECIAL CATEGORIES GRANTS AND AIDS - CONTRACTED SERVICES FROM STATE ECONOMIC ENHANCEMENT AND DEVELOPMENT TRUST FUND . . . 642,026 FROM FLORIDA INTERNATIONAL TRADE AND PROMOTION TRUST FUND 32,901 FROM TOURISM PROMOTIONAL TRUST FUND 131,605 From the funds in Specific Appropriation 2234, the Department of Economic Opportunity must contract for an independent third -party to verify that each business that receives an incentive award under an economic development program satisfies all of the requirements of the economic development agreement or contract, including job creation numbers, before a payment may be made under such agreement or contract. These comprehensive performance audit functions must include reviewing: 100 percent of all incentive claims for payment, including audit confirmations; the procedures used to verify incentive eligibility; and the department's records for accuracy and completeness. The independent third -party contractor must perform all functions and conduct all of the activities necessary to verify compliance with the performance terms of economic development incentive agreements or contracts. 313
