This bill will also address properly the inner-city crisis that cripples down our fellow American families from all combined ages and ethnicities. After the 1980 McDuffy riot, we are observing the deterioration of our community, as if this is not America. Due to the urgency of the matter, the State of Florida previously allocated more than a hundred millions dollars for Poinciana Industrial Park. However, the money has disappeared without the creation of a single job in the community. HB 2767 is a community effort with everyone in all of the strata of Miami Dade County and its neighbors altogether from elected officials, community leaders, religious leaders, and business owners vowing to support Poinciana Industrial Park Intermodal Logistics Center. After Representative Roy Hardemon sponsored the HB2767, co -sponsored by Representative Daisy Baez, supported by Senator Daphne Campbell, now the Miami Dade County Commission unanimously voted a Memorandum Resolution to ask the State Legislature and the Governor to support the bill for the betterment of the community. And in 2014 I was honored the US Congressional Medal of Honor by Congress which is the highest for a civilian in the nation. And the Over Town Culmer Center is my intellectual project from my master thesis. It is a solemn duty for me to come before you today on behalf of the African American community who lives in dire conditions in Liberty City to a point where I cannot take it no more, especially when parents and kids come to me for help. As a foot soldier, I felt embarrassed for not being able to provide. Please understand that I am 71 years old woman and I have been fighting for equal economic development opportunity for more than 50 years. This time, I want to fight for a signature model economic development project to create jobs and tackle poverty in Liberty City. As we speak, Liberty City is the poorest community in the nation, devastated by crimes, sky high unemployment rate, drug abuse, and housing crisis. This got to stop. It makes all of us Americans look bad as a nation. Now, I am a member of Model City Advisory Board Community development to help you, the elected officials to serve the people, by helping the State directing its tremendous resources and supports that our State, the State of Florida has, which is $400 billion budget for all Floridians who are in need. After the biggest Miami Dade County riot in 1980, elected officials purchased lands and put together a mega economic development project for Liberty City under the name of Poinciana Industrial Park Project to create jobs. And we were told that the money for the project has disappeared, as a result, no jobs for American workers. That is why, we have rampant crime rates and poverty our inner cities. It's been 30 years since the Poinciana Industrial Park remains untouched and emptied as a qualify zoning business area. According to expert, Poinciana Industrial Park is a Gateway to the world to provide job incentives, economic opportunity, and prosperity in Liberty City. From inception to implementation, the Poinciana Industrial Park will create more than 25,000 jobs. The park will compose of seven major facilities: A Processing Plant, a Training Center, a Cold Storage, a Youth and family development complex, an Incubation Center for entrepreneurs, an import/export Trade Center, the Poinciana Hotel, and a Truck Stop parking lot. Without further look, no more talks, and bureaucracy, this project is the revitalization of Liberty City right here and right now. This time, with your leadership, with the determination of the people and the community leaders, altogether, we will bring Poinciana Industrial Park Intermodal Logistic Center back, and we will make it happen to provide job opportunity and eradicate poverty and gun violence for the American families in Liberty City. This is why I ran for public office. Liberty City, located in House District .to8 in Miami -Dade County, is desperately in need of economic development. Outsiders are reluctant to conic into Liberty City because they think of it as a poverty stricken, crime -infested area with no opportunities for advancement. We need to change this. One of my efforts in trying to make this change happen is the filing of an appropriations project request, FIB 3291 - Poinciana Industrial Park Interinodal Logistic Center (see copy enclosed), on behalf of the Model City Advisory Board Community Development Corporation. Following are some facts about the Model City _Advisory Board, • In 1066, under President Lyndon Johnson's "War on Poverty," Congress enacted legislation creating a federal urban aid program to impact not only rebuilding but also rehabilitation, urban renewal, social service delivery, urban crisis, gun violence, and citizen participation. The Model Cities initiative created a new program at the Department of Housing and Ilrban Development (HUD) intended to improve the coordination of existing urban programs and provide comprehensive planning. This legislation gave birth to Miami --Dade County's Model City Advisory Board. The Model City is now classified as a Neighborhood Revitalization Strategy Area (NRS;A). District Office: 710 N.W. FL32399-1300 (8 50) 717-5108 x The Model City Area is specifically designated as a Neighborhood Revitalization Strategy Area by the U.S. Department of Housing and Urban Development (HUD) and has been determined to be an area that is in need of revitalization. The revitalization effort is being coordinated through the Miami -Dade County, Public Housing and Community Development (PHCD). The Model City Design was initiated and led by the Model City/PHCD Community Advisory Committee in an effort to begin the visioning process for the revitalization of the area. The Design for the Poinciana Industrial Park Intermodal Logistic Center has continued to be one of the major priorities of the Model City Advisory Board along with the Model City Community, business owners, representing a diverse cross- section of the community. For years, the design team set up its Plans to submit the proposal finally to the Florida State Legislation Appropriations Committee and to the Florida Senate and the House of Representatives. Work continued in the weeks that followed with public presentations and workshops. The citizens, with the assistance of a professional .eam, studied the many challenges faced by the community and proposed specific solutions. A series of presentations by County Staff were held and during that time further citizen and professional input was taken into account. Representative Roy Hardemon (District-108) along with Representative Daisy Baez Sponsored the House Bill (3291) in the House under the Transportation, Tourism Economic Development Sub- committee. The Prime Sponsor in the Senate is Senator Daphne Campbell. The Board of County Commissioners (BCC) passed a resolution (HB 3291) on March 21, 2017, The resolution was placed on the Miami Dade County agenda by the prime sponsor Commissioner Jean Monestime where the Board of County Commissioners resolved to support the Bill for $25,000,000.00 for the state general Revenue funds to the Florida Economic Opportunity to fund Poinciana Industrial Park Intermodal Logistic Center. Thereby accepting the Intermodal Logistic Center which will provide (1) regular and cold storage warehouses to allow import/export to store products (2) as a processing plant (3) to hold transport vehicles in large bays. There are plans to include incubator/training facility that will afford residents an opportunity to start their own businesses and a transit hub for truckers and shipping companies. The development of Poinciana Industrial Park could facilitate the return of' Industry %o Liberty City and Miami Dade County. PROJECT DESCRIPTION: The Model City Advisory Board Community Development Corporation Poinciana Industrial Park Intermodal Logistics Center will provide solutions to foster the successful development and movement of freight via a center that will enhance the connectivity, the reliability, and the safety of trade flows and promote Florida's global economy. It will also provide regular and/or cold storage warehousing to facilitate import/export of products. It will also include incubator/training facilities that will afford residents an opportunity to start their own businesses and a transit hub for truckers and shipping companies, 2. GRANTEE RESPONSIBILITIES: The Model City Advisory Board Community Development Corporation, the grantee for the Poinciana industrial Park Intermodal Logistics Center, will in charge of the overall operations of the project, such as personnel services, expenses, equipment, and administration. The grantee is in charge of the allocated funds for the agreement period of 2018 to 2019. The grantee will prepare monthly, quarterly, and yearly financial statements available to all partners and the public. The grantee will provide audited financial statements including but not limited to single audit, forensic reports, as necessary. If grantee cannot use funds or cannot manage all or a portion of funds secured, the grantee will reimburse the funds. The Model City Advisory Board Community Development Corporation Poinciana Industrial Park Intermodal Logistics Center is located between NW 79 Street on the North, the FEC railroad on the South, NW 27th Ave on the West and NW 2.2''d Ave on the East.. The project will be implemented in a NRS.A (Neighborhood Revitalization Service Area) Liberty City, which is one of the most suffering cities in America. Therefore, the realization of the project is eliminate poverty, slum and blight, unemployment, homelessness, gun violence, by providing economic development to create job. First of all, on phase one of the project, when the fund is received, the Model City Advisory Board Community Development Corporation will begin the construction of the Poinciana Industrial Park Intermodal Logistics Center. This process will cover personnel services, professional services, travel, subcontracted services, operating supply, and equipment for building the facility, and administrative cost such as office supplies, postage, rent, and other administrative cost. 3. DEO'S RESPONSIBILITIES: Model City Advisory Board Community Development Corporation Poinciana industrial Park Intermodal Logistics Center needs technical support so that the reimbursement process can he delivered in a timely fashion to avoid delay and any penalties. 2 Model City Advisory Board Community Development Corporation Poinciana Industrial Park lntermodal Logistics Center, on phase one, will begin the design process, land acquisition, construction development of the facility.
