A RESOLUTION OF THE BOARD OF DIRECTORS OF THE MIAMI
DOWNTOWN DEVELOPMENT AUTHORITY OF THE CITY OF MIAMI,
FLORIDA ("MIAMI DDA") COMMITTING $67,500,00 TO THE URBAN
LAND INSTITUTE ("ULI") TO MATCH THE CITY OF MIAMI'S
CONTRIBUTION OF $67,500.00 FOR COSTS ASSOCIATED WITH THE
URBAN WATERFRONT RESILIENCE PANEL TO BE HELD IN 2019;
AUTHORIZING THE EXECUTIVE DIRECTOR TO NEGOTIATE AND
EXECU I'E A CON TRACT WITH ULI, IN A FORM ACCEPTABLE TO THE
GENERAL COUNSEL.
WHEREAS, in June 2017, Chairman Ken Russell appointed members to the Miami Downtown Development
Authority of the City of Miami, Florida's ("Miami DDA") Resiliency Task Force ("Task Force") in order to
"Gather and share ongoing local efforts to combat sea -level rise, affordable housing, and transportation issues
affecting Downtown Miami's growth;" and
WHEREAS, in its meetings, the Task Force emphasized the need for Downtown Miami to highlight all of
the steps that are being taken to bolster Downtown's resilience; and
WHEREAS, Miami DDA staff have worked with the City of Miami ("City") in an attempt to identify
strategies to create a more resilient Downtown; and
WHEREAS, the Urban Land Institute ("ULI") has a track record of attracting national and international
experts to facilitate imnxersive panels that result in actionable recommendations that enhance the resilience and
sustainability of cities; and
WHEREAS, most recently, the ULI completed a resilience panel for the City of Miami Beach which
resulted in the Miami Beach City Commission adopting dozens of policy enhancements that are being implemented
in Miami Beach; and
WHEREAS, the Greater Downtown community represents the convergence of the region's population and
employment density with the most valuable built environment in the state; and
WHEREAS, the market value of Downtown and its adjacent neighborhoods is more than $39 billion which
represents more than 50 percent of the City's total taxable property value; and
WHEREAS, considering the value of urban waterfront and our growing neighborhood, Greater Downtown
produces the highest return on investment when mitigating the risk of stonn surge; and
WHEREAS, on February 14, 2019, the Miami City Commission will vote on a proposed resolution
authorizing payment of up to $67,500.00 to the ULI for a week-long Urban Waterfront Resilience Panel ("Panel")
that will take place in 2019; and

WHEREAS, the anticipated deliverables from the proposed panel include 1) Minimum design guidelines
for waterfront properties; 2) Financing strategies for infrastructure improvements; 3) Best policy practices from
forward thinking cities regarding waterfront protection and proactive property modifications to enhance flooding
and storm surge resilience; and 4) An action plan that integrates other relevant efforts such as Resilient Greater
Miami and the Beaches Strategy, the US Army Corps of Engineers' Back Bay Study, and the City's Stormwater
Master Plan; and
WHEREAS, the ULI has requested a contribution from the Miami DDA to assist with the Panel; and
WHEREAS, the Miami DDA funding as proposed herein is contingent upon ULI receiving matching
funding from the City; and
WHEREAS, the contribution from the Miami DDA is contingent upon Miami DDA staff and City staff
reviewing and approving the ULI's final scope and list of potential panelists;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE MIAMI
DOWNTOWN DEVELOPMENT AUTHORITY OF THE CITY OF MIAMI, FLORIDA:
Section 1. The recitals are true and correct and are adopted by reference and incorporated as if fully set
forth in this Section.
Section 2. The Board of Directors of the Miami DDA authorizes a contribution to the ULI in an amount
not to exceed $67,500.00, contingent upon ULI receiving matching funding from the City
Section 3. The Executive Director is authorized to negotiate and execute a contract with the ULI, in a form
acceptable to the General Counsel, to help facilitate the implementation of the Panel in 2019.
Section 4. This Resolution shall become effective immediately upon its adoption.
