HomeMy WebLinkAboutR-19-0089City of Miami Resolution R-19-0089 Legislation City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 5423 Final Action Date: 3/14/2019 A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), ESTABLISHING A SPECIAL REVENUE PROJECT TITLED "FEEDING COORDINATION PC-1819-FC, HMIS STAFFING PROGRAM PC-1819-STAFF- 1, AND IDENTIFICATION ASSISTANCE PROGRAM PC-1819-ID-1" AND APPROPRIATING FUNDS IN AN AMOUNT NOT TO EXCEED FIFTY TWO THOUSAND ONE HUNDRED SIXTY SIX DOLLARS ($52,166.00) CONSISTING OF A GRANT FROM MIAMI-DADE COUNTY THROUGH THE MIAMI-DADE COUNTY HOMELESS TRUST ("COUNTY") FOR A TWELVE (12) MONTH PERIOD, WITH NO CITY OF MIAMI ("CITY") MATCHING FUNDS REQUIRED, FOR ASSISTANCE TO HOMELESS INDIVIDUALS WITH THE REPLACEMENT OF LOST IDENTIFICATIONS, FOR PROVISION OF STAFFING FOR THE HOMELESS MANAGEMENT INFORMATION SYSTEM ("HMIS"), AND FOR COORDINATION OF THE FEEDING PROGRAM ("GRANT"); AUTHORIZING THE CITY MANAGER TO EXECUTE A GRANT AGREEMENT WITH THE COUNTY FOR SAID PURPOSE, IN SUBSTANTIALLY THE ATTACHED FORM ("AGREEMENT"), CONDITIONED UPON THE AVAILABILITY OF THE CITY RESOURCES THAT MAY BE REQUIRED TO IMPLEMENT THE ACCEPTANCE OF AND COMPLIANCE WITH THE GRANT; FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE ANY AND ALL AMENDMENTS TO THE AGREEMENT AND DOCUMENTS NECESSARY, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, IN FURTHERANCE OF THE GRANT. WHEREAS, the City of Miami ("City") has been awarded a grant in an amount not to exceed Fifty Two Thousand One Hundred Sixty Six Dollars ($52,166.00) from Miami -Dade County through the Miami -Dade County Homeless Trust ("County") for the Miami Homeless Assistance Programs for Fiscal Year 2018-2019 ("Grant"); and WHEREAS, the City will utilize the Grant funds for assistance to homeless individuals with the replacement of lost identifications, for the provision of staffing for the Homeless Management Information System ("HMIS"), and for coordination of the Feeding Program for a twelve (12) month period with no City matching funds required; and WHEREAS, it is appropriate for the City Manager to enter into a Grant Agreement with the County for acceptance of the Grant for said purpose, in substantially the attached form ("Agreement"), and establish a new special revenue project for the appropriation of the Grant; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. The City Manager is authorized' to execute the Agreement, in substantially the attached form, between the County and the City accepting the Grant in an amount not to exceed of Fifty Two Thousand One Hundred Sixty Six Dollars ($52,166.00) for a twelve (12) month period with no City matching funds required for assistance to homeless individuals with the replacement of lost identifications, for the provision of staffing for the HMIS, and for coordination of the Feeding Program conditioned upon the availability of the City resources that may be required to implement the acceptance of and compliance with said Grant. Section 3. The following new Special Revenue Project is hereby established with resources for the same appropriated as described below: PROJECT TITLE: "Feeding Coordination PC-1819-FC, HMIS Staffing Program PC-1819-Staff-1, and Identification Assistance Program PC-1819-ID-1" RESOURCES: The Miami -Dade County Homeless Trust APPROPRIATIONS: For assistance to homeless individuals with the replacement of lost identifications, for the provision of staffing for the HMIS, and for coordination of the Feeding Program. $52,166.00 $52,166.00 Section 4. The City Manager is further authorized' to negotiate and execute any and all amendments to the Agreement and documents necessary, all in a form acceptable to the City Attorney, in furtherance of the Grant. Section 5. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.2 APPROVED AS TO FORM AND CORRECTNESS: ndez, City ttor ey 2/26/2019 1 The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to, those prescribed by applicable City Charter and City Code provisions. 2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted.
