OF HOUSING AND COMMUNITY DEVELOPMENT TO THE AGENCIES/
DEPARTMENTS SPECIFIED IN ATTACHMENT "A," ATTACHED AND
INCORPORATED, FOR ECONOMIC DEVELOPMENT ACTIVITIES; FURTHER
AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL
THE NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY
ATTORNEY, AS MAY BE NECESSARY TO IMPLEMENT THE ALLOCATIONS,
SUBJECT TO ALL FEDERAL, STATE , AND LOCAL LAWS THAT REGULATE THE
USE OF SUCH FUNDS.
Background of Item:
Pursuant to Resolution No. R-19-0022, adopted January 10, 2019 the Miami City
Commission approved the allocation of $1,954,690.00 in CDBG funds in the Economic
Development category for Program Year 2018-2019, which included and amount of
$1,379,111.00 allocated to Department of Housing and Community Development for
Street and Park Improvement.
There is a need to allocate these funds in order for the City to meet its CDBG timeliness
by August 1st, 2019.
The City Administration recommends the transfer of CDBG funds in the amount of
$1,379,111.00 from the Department of Housing and Community Development to the
agencies/departments, specified in attachment "A", for economic development activities.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE TRANSFER OF COMMUNITY DEVELOPMENT BLOCK GRANT
("CDBG") FUNDS IN THE AMOUNT OF $1,379,111.00 FROM THE DEPARTMENT OF
HOUSING AND COMMUNITY DEVELOPMENT TO THE AGENCIES/DEPARTMENTS
SPECIFIED IN ATTACHMENT "A," ATTACHED AND INCORPORATED, FOR
ECONOMIC DEVELOPMENT ACTIVITIES; FURTHER AUTHORIZING THE CITY
MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL NECESSARY
DOCUMENTS, INCLUDING BUT NOT LIMITED TO AMENDMENTS, EXTENSIONS,
AND MODIFICATIONS, ALL IN A FORM ACCEPTABLE TO THE CITY ATTORNEY,
TO IMPLEMENT THE ALLOCATIONS, SUBJECT TO ALL FEDERAL, STATE, AND
LOCAL LAWS THAT REGULATE THE USE OF SUCH FUNDS.
WHEREAS, pursuant to Resolution No. R-19-0022 adopted January 10, 2019, the City
Commission approved the allocation of $1,954,690.00 in Community Development Block Grant
("CDBG") funds in the Economic Development category for Program Year 2018-2019, which
included an amount of $1,379,111.00 allocated to the Department of Housing and Community
Development ("Department") for Street and Park improvements ("Funds"); and
WHEREAS, there is a need to re -allocate these Funds in order for the City to meet its
CDBG timeliness requirements by August 1, 2019; and
WHEREAS, the City Administration recommends the transfer of CDBG Funds in the
amount of $1,379,111.00 from the Department to the agencies/departments specified in
Attachment "A," attached and incorporated, for Economic Development activities;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The transfer of CDBG Funds in the amount of $1,379,111.00 from the
Department to the agencies/departments specified in Attachment "A," attached and
incorporated, for Economic Development activities is approved.
Section 3. The City Manager is authorized' to negotiate and execute any and all
necessary documents, including but not limited to amendments, extensions, and modifications,
all in a form acceptable to the City Attorney, to implement the allocations subject to all Federal,
State, and Local laws that regulate the use of such funds.
1 The herein authorization is further subject to compliance with all requirements that may be imposed by
the City Attorney, including but not limited to, those prescribed by applicable City Charter and Code
provisions.
Section 4. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
