i have been a member of the City of Miami's Planning, Zoning and Appeals Board board since 2O12,_a position
that lI have taken great pride in and put forth a tremendous amount of effort to review, analyze and understand all
of the applications that have come before the board as well as the governing Miami 21 code policies. I review
with an unbiased approach every application that comes before the PZAB on the stand alone merits of that
individual application and place a great deal of importance on the public input. I have lived and worked in the City._
of Miami for many years and always believe I am acting and participating based on what I feel is best for the City_
ofMiami as a whole as well as the particular neighborhood that would be impacted by the application in question,

J am Licensed Profe sional Civil Engineer in ne State of Florida having specializedin-the design and permitting
of countless Residential= G mmercial,lransportation, Municipal and Mixed Use Development projects both within
the City of Miami and in many other municipalities in South Florida. I personally design and oversee the planning
design of these projects. In addition, several projects that t have worked .on required rezoning in order-toallow
the particular use proposed of which I coordinated the process. I also believe that 1 am composed ❑fa very
good, strong, moral and ethical background_

I have been an active member of the Urban Land institute for the last 10+ years. ULI's mission is to provide
leadership in the responsible use of land and in creating and sustaining thriving communities worldwide. The ULI
Southeast Florida/Caribbean chapter carries forth that mission by serving the Southeast Florida's and
Caribbean's public and private sectors with pragmatic land use expertise and education. I participate in nearly all
of the organizations events, discussions and activities that are available.
6. Describe any other activity evidencing knowledge and interest in the public purposes
of planning and plan implementation.
In addition to the previously. mentioned actives, I am also an active _-parti i ..ant. in the Coconut Groves'Coconut
Grove 2030" organization that routinely meets to discuss and analyze the growth of the Coconut Grq e
community.

(1) I do not have any interest in the profits or emoluments of any contract, job, work, or service for the city.
(2) I am in a position to represent the public interest, and do not have any personal or private interests likely to
conflict with the public interest.
(3) l do not hold any elective office in any governmental authority in the county or the city.
(4) I am not employed in a full-time capacity by any governmental authority in the county or the city.
(5) As a member of the Planning, Zoning and Appeals Board I agree to participate in at least one seminar on
planning or zoning to be held in Florida, and approved by the city, during the course of each calendar year that
I remain a member or alternate member of the Planning, Zoning and Appeals Board.
I acknowledge that I am subject to removal from the board if I fail to meet this requirement each and every year
after assuming board membership or alternate membership.
(7) As a prospective appointee I am subject to a personal appearance before the city commission, to afford the city
commission an opportunity to ascertain my proficiency in the English language, educational background and
general knowledge of planning and zoning.
(8) I am an elector of the City of Miami.

office.
I agree that if I were to become a candidate for elective political office during my term and qualify as a candidate for

into any contract or transact any business with the city or any person or agency acting for the city, or from appearing
in representation of any third party before any board, commission or agency of which I am member. I also
understand that prohibition upon activity which is set forth above remains in effect for a period of two years after I
have left city service.
I have read, understand and agree to comply with Section 2-613 of the Miami City Code which prohibits me from

1. Describe the qualities, experience, expertise and abilities that you possess that would
make you an effective.board member that will act in the public interest.
Integrity and resolve are some of the qualities that I possess that allow me to make difficult
decisions when needed and be an effective board member that acts in the public's interest. As an
attorney, I have experience dealing with many different people and dealing with the judicial
system, which serves as a good basis since this board serves in a quasi-judicial function. As a
member of the PZAB for the past two years and a leader in many community organizations, I
have obtained valuable experience regarding city planning and zoning, and knowledge of many
issues and needs that are important to this community.
2. Describe your educational background and general knowledge of planning and zoning.
My educational background includes a bachelor's degree from the University of Miami, an
International Master in Business Administration from Florida International University, and a law
degree from Loyola College of Law, New Orleans. Planning and zoning implementation is an area
that has interested me for many years. For this reason, I obtained my Real Estate Associate's
license, read all the provisions of "Miami 21", and have taken classes in Land Use Law, Business
Law, and Business Organizations. I have also gained a broad and general knowledge of planning
and zoning in the city of Miami by serving on the PZAB since July 2010. It has been a wonderful
experience and I hope to continue to learn and serve on the board.
3. Describe any prior community or personal involvement that you have had that
demonstrates interest in and concern for planning and planning implementation.
Having been part of the PZAB, I have seen many issues regarding planning and planning
implementation, but most importantly I have learned to work together with others to make
informed decisions to do what is best for the community; finding a balance between the
neighborhoods of the city of Miami and its business owners. I am also a part of Leadership Miami,
a section of the Greater Miami Chamber of Commerce. This organization has shown me many
intriguing aspects of the community that I would not have otherwise discovered. Finally, I am also
a,,poard member for Citizens for a Better South Florida. This organization has taught me to be
more environmentally conscious when making planning decisions that will impact the
neighborhoods of this community.

attended.
Planning and zoning implementation is an area that has interested me for many years. For this
reason, 1 have taken classes in Land Use Law, Real Estate Law, Business Law, and Business
Organizations. I have also familiarized myself with the "Miami 21" code.

of dissemination of knowledge of and support of sound planning and implementation
of planning programs.
As mentioned above, I am a current member of the PZAB. Being on the PZAB, 1 have gained
valuable experience with regards to planning implementation and zoning in the city of Miami. One
of our main objectives as members of the board is to create awareness and educate citizens
about Miami 21 and other sound planning and planning program.

of planning and implementation.
As described above.. being part of the PZAB, Leadership Miami, and Citizens for a Setter South
Florida, I have realized the importance of having a solid plan and proper implementation of city
planning and zoning codes. This knowledge has pushed me to strive for a better Miami going into
the future. The first step that must be taken to ensures a great future for this amazing city is to
enforce city planning and zoning codes, but also keeping a balance between the neighborhoods,
the environment, and business where the community will benefit the most in the long run. This
must be done in conjunction with keeping a sense of uniformity and consistency throughout the
city.

I am a Real Estate Broker and Realtor for the last 49 years.

I have served as a Director for the Coral Gables Association of Realtors and the Miami Association of
Realtors and as a State Director as well as most Association Member Committees.
Past Director of The Certified Commercial Institute Members And hold several Association Certifications.
I have served with several Miami Dade County Boards and Committees for the past several years and
Chaired many of them like Immigration ,Housing and Economic,
Law and Criminal Justice, Alternate Member of the MDC Charter Review Board,
Vice Chair for Community Relations with the Office of Community Advocacy with 4 different County
Chairs,past Chair for MDC Hispanic Affairs, Member of MDC Dr .Antonio Jorge Social and Economic
Council, ETC.As a very involved Community Advocate and Activist I have served as Past President of The
Miami Cuban Lions Club And also Past President of The Lions Club of Miami in Coral Gables two of the
Oldest International Lions Clubs in Florida with more than 90 years each in serving our Community.
I am a past member of The Board of Viscaya. Past Vice President of The Calle 8 Chamber of Commerce
and Camacol. Chair Of The Board of Citadel Salvation Army Little Havana.
Member of The Advisory Board of The Salvation Army Miami Dade Regional.
Active member graduate of The FBI Citizens Academy Alumni Association and Miami Metro Citizen
Police Academy Assoc.
