Purpose of Item:
Resolution to amend Resolution 16-0482 to increase Special Revenue Project entitled:
"FY 2016 — Department of Homeland Security — Federal Emergency Management
Agency ("FEMA") — Urban Search and Rescue ("USAR") Readiness Cooperative
Agreement" for the Florida Urban Search and Rescue ("FLUSAR") Task Force and
amending the amount awarded to $1,332,993.00 consisting of a previous grant amount
received for $1,216,082.00 and supplemental funding for FY 2016 Cooperative
Agreement received in the amount of $46,901.00 and $70,010.00 from FEMA.
Background of Item:
The Department of Homeland Security has annually awarded a grant to the South
Florida Urban Search and Rescue ("USAR") Task Force 2, for the continued operation
of the City's USAR Program. Said grant for Fiscal Year 2016 is currently in an amount
not to exceed $1,216,082.00 commencing September 1st, 2016 thru August 31st, 2019.
At this time, FEMA is providing supplemental funding, in the amount of $46,901.00
(EMW-2016-CA-0019A) and $70,010.00 (EMW-2016-CA-0019B), for communications
equipment recapitalization. It is now appropriate to accept supplemental funding,
increase the special revenue project and appropriate funds not to exceed $1,332,993.00
therein for said fiscal year.

A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE CITY
MANAGER TO ACCEPT SUPPLEMENTAL FUNDING, IN THE AMOUNTS OF
$46,901.00 (EMW-2016-CA-0019A) AND $70,010.00 (EMW-2016-CA-0019B) FROM
THE DEPARTMENT OF HOMELAND SECURITY, FEDERAL EMERGENCY
MANAGEMENT AGENCY ("FEMA") FOR THE FISCAL YEAR 2016 — COOPERATIVE
AGREEMENT FOR THE FLORIDA URBAN SEARCH AND RESCUE ("USAR") TASK
FORCE, THEREBY INCREASING THE SPECIAL REVENUE PROJECT FOR "FY 2016
— DEPARTMENT OF HOMELAND SECURITY — FEDERAL EMERGENCY
MANAGEMENT AGENCY ("FEMA") — URBAN SEARCH AND RESCUE ("USAR")
READINESS COOPERATIVE AGREEMENT" FROM $1,216,082.00, PREVIOUSLY
APPROVED BY RESOLUTION NO. 16-0482 ADOPTED ON OCTOBER 13, 2016, TO
$1,332.993.00; APPROPRIATING FUNDS IN AN AMOUNT NOT TO EXCEED
$116,911.00 ($46,901.00 + $70,010.00) CONSISTING OF THE GRANT FROM FEMA
TO BE USED BY THE DEPARTMENT OF FIRE -RESCUE FOR COMMUNICATIONS
EQUIPMENT RECAPITALIZATION; AUTHORIZING THE CITY MANAGER TO
ACCEPT THE GRANT AWARD AND TO NEGOTIATE AND EXECUTE ALL
NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY,
IN ORDER TO IMPLEMENT THE ACCEPTANCE OF, AND COMPLIANCE WITH,
SAID GRANT.
WHEREAS, the City of Miami ("City") has been awarded supplemental funding in the
amounts of $46,901.00 (Project No. EMW-2016-CA-0019A) and $70,010.00 (Project No. EMW-
2016-CA-0019B) for a total amount not to exceed $116,911.00 from the Department of
Homeland Security, Federal Emergency Management Agency ("FEMA"); and
WHEREAS, pursuant to grant stipulations, said funds will be used by the Department of
Fire -Rescue for communications equipment recapitalization for the South Florida Urban Search
and Rescue ("USAR") Program; and
WHEREAS, it is appropriate for the City Commission to authorize the City Manager to
accept said supplemental funding by increasing the existing amount for the appropriation of said
grant award;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The Special Revenue Project is amended and resources are
appropriated as described below:

Section 3. The City Manager is authorized' to negotiate and execute all necessary
documents, in a form acceptable to the City Attorney, in order to implement the acceptance of,
and compliance with, said grant.
Section 4. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

1 The herein authorization is further subject to compliance with all requirements that may be imposed by
the City Attorney, including but not limited to those prescribed by applicable City Charter and Code
provisions.
2 If the mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from
the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
