Dear Chairman Russell,
I am writing with regard to item PZ.21 on the City Commission's January 24. The agenda relates to an appeal
of a HEPB decision denying my next door neighbor's application to redevelop her property.
I write in passionate support of my neighbor Elisa Estrada's proposed, and 1 ask that you grant her appeal.
I deeply value Morningside's historic architecture, and I am generally a proponent of historic preservation.
Here, however, there are extraordinary circumstances that make preservation of the appellant's home entirely
impractical and unreasonable. First and foremost, my neighbor's waterfront home, built in 1940, is currently
six to seven feet below the current flood code, subjecting it to recurrent damage from prior storm surges and
making it increasingly vulnerable to future surges and sea level rise. For instance, when Hurricane Irma swept
through, the applicant's property, as well as my adjacent property, were both three feet under salt -water, and
Irma wasn't even a direct hit! I cannot imagine spending large sums of money to renovate or restore a home
that will remain at six to seven feet below the flood level. To me, this just isn't feasible.
Though the appellant's home is included as a historic contributing structure, by virtue of its construction prior
to 1950, I do not find it to be an aesthetically appealing home. In fact, from the perspective of my property
next door, the appellant's home has been a terrible eyesore since long before the applicant purchased the
home. Most visitors to my property comment on how awful the house next door looks and suggest to me that
I somehow completely block the view of it with tall landscaping. I sincerely fear that, if the appellant isn't
granted permission to replace this home, I will be forced to look at the current deteriorating structure for the
rest of my life. I cannot envision anyone purchasing this home and spending good money to renovate it at its
current flood level
Not only do I support Elisa's proposed home design, but every single neighbor on our block and ALL
neighbors immediately surrounding Elisa's home are strongly in favor of her new home application. The
neighbors immediately surrounding Elise's hom e have each provided signed letters voicing their support for
this new construction.
The proposed new home is beautiful and is modestly and appropriately scaled for the property, and I feel that
the architecture, with its organic elements and lush landscaping plan, will fit nicely and complement
Morningside's charm.
I sincerely hope that you will vote to grant the appeal on January 24 and allow my neighbor to build her home
as proposed.
