Subject: Execute Agreement - Manuel Artime Lease
Purpose of Item:
A Resolution of the Miami City Commission, with attachments, authorizing the City
Manager to execute a Lease agreement ("Agreement"), in a form acceptable to the City
Attorney, between the City of Miami ("City") and Miami Dade County ("County"), for the
use of approximately four thousand eight hundred ten square feet (4,810) of office
space in the City owned property located at 970 SW 1st street, Miami, Florida (a/k/a
Manuel Artime Community Center), with an initial monthly rental fee of six thousand
three hundred seventy nine dollars and 46/100 ($6,379.46)(Artime Rent), and increases
of three percent (3%) per year, for a period of five (5) years and two additional five (5)
year options to renew with a future rent modification and rent reduction from the initial
monthly rent to the reduced fixed rental fee of one dollar ($1.00) per annum, for the
remaining term, including all options periods, conditioned upon: (1) ratification by all
parties of the pending Lease agreement, between the City and County, for the use of
two thousand eight hundred and eighty two (2,882) square feet of office space in the
County owned property located at 1897 NW 20th Street, Miami, Florida, for the purpose
of operating a City of Miami Neighborhood Enhancement Team (NET) office, to provide
related resident services; and (2) ratification of a possession date certificate under the
terms and conditions of the pending lease agreement, attached in exhibit "B", as stated
therein; with terms and conditions as more specifically set forth in said agreement.
Background of Item:
The City is the owner and holder of the Manuel Artime Community Center office building
located at 970 SW 1st Street, Miami, Florida and the City, as the Lessor, and County,
as the Lessee, wish to enter into a Lease Agreement ("Agreement") for the use of
approximately four thousand eight hundred and ten (4,810) square feet of office space
in the building located at 970 SW 1st Street, Miami, Florida (Manuel Artime Community
Center).
The County shall pay an initial monthly rental fee of six thousand three hundred seventy
nine dollars and 46/100 ($6,379.46), Artime Rent, with additional increases of three
percent (3%) per year for a period of five (5) years, and two additional five (5) year
options to renew, in a form acceptable to the City Attorney.
The County is the owner and holder of the property located at 1897 NW 20 Street,
Miami, Florida and the City wishes to enter into a Lease Agreement with the County for
the use of approximately Two Thousand Two Hundred Eighty Two (2,882) square feet
of office space, for the County owned property, located at 1897 NW 20 Street, Miami,
Florida, ("NET Office"), to operate a City of Miami Neighborhood Enhancement Team
for the purpose of providing related resident services.
WHEREAS, the City shall modify and reduce the Artime Rent to an annual monthly
fixed rental fee of one dollar ($1.00), conditioned upon ratification and approval of the
pending Lease agreement, shown in Exhibit "B" and ratification of a Possession Date
Certificate under the terms and conditions as stated therein.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENTS,
AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE A LEASE
AGREEMENT ("AGREEMENT"), IN A FORM ACCEPTABLE TO THE CITY
ATTORNEY, BETWEEN THE CITY OF MIAMI ("CITY") AND MIAMI-DADE COUNTY
("COUNTY") FOR THE USE OF APPROXIMATELY FOUR THOUSAND EIGHT
HUNDRED TEN SQUARE FEET (4,810) OF OFFICE SPACE IN THE CITY -OWNED
PROPERTY LOCATED AT 970 SOUTHWEST 1ST STREET, MIAMI, FLORIDA,
KNOWN AS THE MANUEL ARTIME COMMUNITY CENTER, WITH AN INITIAL
MONTHLY RENTAL FEE OF SIX THOUSAND THREE HUNDRED SEVENTY NINE
DOLLARS AND 46/100 ($6,379.46) AND INCREASES OF THREE PERCENT (3%)
PER YEAR FOR A PERIOD OF FIVE (5) YEARS, WITH TWO (2) ADDITIONAL FIVE
(5) YEAR OPTIONS TO RENEW WITH A FUTURE RENT MODIFICATION AND
REDUCTION TO ONE DOLLAR ($1.00) PER ANNUM FOR THE REMAINING TERM,
INCLUDING ALL OPTION PERIODS, CONDITIONED UPON RATIFICATION BY ALL
PARTIES OF THE PENDING LEASE AGREEMENT BETWEEN THE CITY AND THE
COUNTY FOR THE USE OF TWO THOUSAND EIGHT HUNDRED EIGHTY TWO
(2882) SQUARE FEET OF OFFICE SPACE IN THE COUNTY -OWNED PROPERTY
LOCATED AT 1897 NORTHWEST 20TH STREET, MIAMI, FLORIDA ("NET OFFICE
LEASE") FOR THE PURPOSE OF OPERATING A CITY NEIGHBORHOOD
ENHANCEMENT TEAM ("NET") OFFICE AND RATIFICATION OF A POSSESSION
DATE CERTIFICATE UNDER THE TERMS AND CONDITIONS OF THE NET OFFICE
LEASE, ATTACHED AND INCORPORATED AS EXHIBIT "B," AS STATED THEREIN;
WITH TERMS AND CONDITIONS AS MORE SPECIFICALLY SET FORTH IN SAID
AGREEMENT.
WHEREAS, the City of Miami ("City") is the owner of the Manuel Artime Community
Center office building located at 970 Southwest 1st Street, Miami, Florida ("Manuel Artime
Community Center"); and
WHEREAS, the City and Miami -Dade County ("County") wish to enter into a Lease
Agreement ("Agreement"), in a form acceptable to the City Attorney, for the use of
approximately four thousand eight hundred ten (4,810) square feet of office space at the Manuel
Artime Community Center; and
WHEREAS, pursuant to the Agreement, the County will pay an initial monthly rental fee
of six thousand three hundred seventy nine dollars and 46/100 ($6,379.46) ("Artime Rent") with
additional increases of three percent (3%) per year for a period of five (5) years and two (2)
additional five (5) year options to renew; and
WHEREAS, the County is the owner and holder of the property located at 1897
Northwest 20th Street, Miami, Florida and the City wishes to enter into a Lease Agreement with
the County for the use of approximately Two Thousand Two Hundred Eighty Two (2,882)
square feet of office space ("Net Office Lease") to operate a City Neighborhood Enhancement
Team ("NET Office"); and
WHEREAS, pursuant to the Agreement, the City will modify and reduce the Artime Rent
to an annual fixed rental fee of one dollar ($1.00) conditioned upon ratification and approval of
the Net Office Lease, attached and incorporated as Exhibit "B," as well as ratification of a
Possession Date Certificate under the terms and conditions as stated therein; and
WHEREAS, the County, in exchange for the modified and reduced Artime Rent, shall
charge the City a fixed annual rental amount for the NET Office Lease of one dollar ($1.00);
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA
Section 1. The recitals and findings contained in the Preamble to this Resolution are
hereby adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is hereby authorized1 to execute an Agreement, in a form
acceptable to the City Attorney, between the City and the County for the use of approximately
four thousand eight hundred ten (4,810) square feet of office space in the Manuel Artime
Community Center with an initial monthly rental fee of six thousand three hundred seventy nine
dollars and 46/100 ($6,379.46) with increases of three percent (3%) per year for a period of five
(5) years, with two (2) additional five (5) year options to renew with a future rent modification
and rent to one dollar ($1.00) per annum for the remaining term, including all option periods,
conditioned upon the ratification by all parties of the Net Office Lease between the City and the
County for the use of two thousand two hundred eighty two square feet of office space in the
County -owned building located at 1897 Northwest 20th Street, Miami, Florida for the purpose of
operating a NET Office and ratification of a Possession Date Certificate under the terms and
conditions as stated therein, with terms and conditions as more specifically set forth in said
agreement.
Section 3. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

1 The herein authorization is further subject to compliance with all requirements that may be imposed by
the City Attorney, including but not limited to those prescribed by applicable City Charter and Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
