INTER -OFFICE MEMORANDUM
TO: Emilio T. Gonzalez, Ph.D. DATE: December 31, 2018
City Manager
FROM: ChriShese_Director
SUBJECT: Grants to Two Specific
Office of Management and Budget Community Organizations
The organizers of "The Big Orange" rise to the top of the InterContinental Miami hotel and the
associated New Year's Eve celebration, firework show, live music, and countdown to midnight have
requested sponsorship of "The Big Orange" itself. This would mark the 33rd appearance of the
internationally -recognized, 35-foot, lighted orange with sunglasses. The City has budgeted $75,000
to offset the related Police, Fire -Rescue, and Solid Waste in -kind services associated with this event.
As such, sponsorship of "The Big Orange" itself is recommended in the amount of $15,000 from the
remaining funds of the Miami Sports and Exhibition Authority (MSEA) now contained in a City
Special Revenue Account. This would be consistent with previous years' sponsorship by MSEA.
Likewise, the organizers of the "Fiestas de la Calle, Miami" have requested sponsorship of their
event on January 19 and 20. As it says on the official website, this is the largest Puerto Rican party
in the United States. This event was not included in the parades and festivals funded in the
FY 2018-19 budget.
As such, sponsorship of the Fiestas de la Calle, Miami is recommended in the amount of
$20,000. These funds are expected to be available in the Non -Departmental Accounts due to
the current estimate that the Three Kings Parade will not need the full allocation contained in
the Adopted Budget.
RECOMMENDATION
In light of the above statements, approval of a waiver of the formal requirements of competitive
sealed bidding methods as not being practicable or advantageous to the City as set forth in the City
Code of Ordinances, as amended, specifically Section 18-85 (A), and the affirmation of these written
findings and the forwarding of the same to the City Commission for ratification by a four -fifths vote
is respectfully requested.
