The Miami Waterfront Advisory Board was created to review and evaluate issues related to the
use and development of city -owned waterfront property and shall provide advice to the City
Commission concerning those issues and only such other matters as are referred to it by the City
Commission in regard to city or public land abutting water.
Ten (10) appointments are required as of this time:
• Mayor Francis Suarez has two (2) nominations for seats currently held by:
1. Jose Fuentes, incumbent, whose term expired on July 9, 2016, has exceeded the number of
allowed absences (6 in 2016), and will require a 4/5ths waiver of attendance; furthermore,
has served as a member since May 10, 2007, and will require a term waiver by a
unanimous (5/5) vote of the Commission.'
2. William Kearney, incumbent, whose term expired on September 8, 2017, has exceeded the
number of allowed absences (6 in 2017) and the number of allowed consecutive absences
(3 in 2017), and will require a 4/5ths waiver of attendance.2
• Chair Keon Hardemon has two (2) nominations for seats currently:3
1. Vacant. (Charles Flowers' term ended on April 8, 2016)
2. Vacant. (Luis Esteban Garcia's term ended on April 8, 2016)
• Vice Chair Ken Russell has two (2) nominations for seats currently held by:
1. Vacant. (Charles Pruett resigned effective June 25, 2018)4
2. Vacant. (Patrick Sessions resigned effective March 13, 2018)5

• Commissioner Wifredo (Willy) Gort has two (2) nominations for seats currently held by:
1. W. David Moore, incumbent, whose term expired on March 11, 2017, has exceeded the
number of allowed absences (5 in 2017 and 4 in 2016) and the number of allowed
consecutive absences (3 in 3017), and will require a 4/5ths waiver of attendance. 6
2. Wendy Kamilar, incumbent, whose term expired on July 13, 2018.7
• Commissioner Joe Carollo has one (1) nomination for a seat currently held by:
1. Cody Courbier, incumbent, whose term expired on June 9, 2017.8
• Commissioner Manolo Reyes has one (1) nomination for a seat currently:
1. Vacant. (Steven Wernick resigned effective December 15, 2017)9
For your convenience, we are including a copy of the membership of the board. By copy of this
memorandum, we are requesting that the Agenda Office place this issue on the January 10, 2019,
Commission Agenda.
