Background of Item: Due to the continuous decrease of available Community Development Block Grant funds in the last few years, Public Services agencies' allocations have been reduced resulting in reduction of services to residents. The City Commission wishes to allocate funding to cover public service program shortfalls for program year 2018-2019 from the Social Services Gap Program fund, account No. 14010.910101.882000. On September 27, 2018, the City of Miami Commission approved a contribution from General Funds; which includes an amount of $743,000 for Public Service activities. The City Manager has made a finding that pursuant to Section 18-85(a) of the Code of the City of Miami, Florida, as amended ("City Code"), competitive negotiation methods and procedures are not practicable or advantageous to the City for obtaining said services, and has recommended to the City Commission that the findings be adopted and that competitive bidding methods and procedures be waived for the Program. The City Administration recommends the allocation of funds in the amount of $743,000 from the Social Service Gap Program funds for program year 2018-2019 to the agencies as specified in Exhibit "A" for public service activities. WHEREAS, due to the recent decrease of available Community Development Block Grant ("CDBG") funds, Public Service agencies' funding allocations have been reduced resulting in a reduction of services to residents; and WHEREAS, the City Commission wishes to allocate funding to cover Public Service program shortfalls for program year 2018-2019 from the Social Service Gap Program fund, Account No.14010.910101.882000; and WHEREAS, on September 27, 2018, pursuant to Resolution No. 18-0398, the City Commission approved a contribution of General Funds, which included an amount of $743,000.00 for Public Service activities; and WHEREAS, the City Manager has made a finding, attached and incorporated as Exhibit "B," that pursuant to Section 18-85(a) of the Code of the City of Miami, Florida, as amended ("City Code"), competitive negotiation methods and procedures are not practicable or advantageous to the City of Miami ("City") for obtaining said services and has recommended to the City Commission that the findings be adopted and that competitive bidding methods and procedures be waived; and WHEREAS, the City Administration recommends the allocation of funds in the amount of $743,000.00 from the Social Service Gap Program to the agencies specified in Exhibit "A," attached and incorporated, for Public Service activities; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. By a four -fifths (4/5ths) affirmative vote, after an advertised public hearing, the City Manager's finding, attached and incorporated as Exhibit "B," that competitive negotiation methods and procedures are not practicable or advantageous to the City pursuant to Section 18-85(a) of the City Code is ratified, approved, and confirmed and the requirements for said procedures are waived. Section 3. The City Manager is authorized' to allocate funds in the total amount of $743,000.00 to the agencies specified in Exhibit "A," attached and incorporated, for Public Service activities for program year 2018-2019 with said funds allocated from the Social Services Gap Program, Account No. 14010.910101.882000. Section 4. The City Manager is authorized' to negotiate and execute any and all necessary documents, in a form acceptable to the City Attorney, for said purpose. Section 5. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.2 APPROVED AS TO FORM AND CORRECTNESS: ndez, ity Attor ey 11/27/2018 1 The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. 2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
