SUBJECT: TPO Resolution #33-17
Dear City Manager Alfonso:
The purpose of this Letter is to inform you that on July 20, 2017, the Miami -Dade
Transportation Planning Organization ("1'PO) Governing Board unanimously adopted
Resolution #33-17 (attached), establishing a financial participation fee of $22,222.00
for non -County governmental agencies with voting membership on the TPO Governing
Board. This financial contribution will enable the TPO to engage in critical activities
to advance the TPO priorities, particularly the implementation of the Strategic Miami
Area Rapid Transit (SMART) Plan. These tasks include, but are not limited to,
advocacy and lobbying at the federal and state levels, hosting peer exchanges and
special events, and purchasing promotional materials, which cannot be paid from
federal or state funding sources.
Accordingly, commencing in Fiscal Year 2017-2018, and every year thereafter, please
allocate $22,222.00 from non-federal/non-state/non-Charter County Transportation
System Surtax funds in your agency's budget. This participation fee will be due by
January of each year.

TPO RESOLUTION #33-17
RESOLUTION ESTABLISHING A FINANCIAL PARTICIPATION FEE
OF $22,222 COMMENCING IN FISCAL YEAR 2017-20I8 AND EVERY
YEAR THEREAFTER FOR NON -COUNTY GOVERNMENTAL
AGENCIES WITH VOTING MEMBERSHIP ON THE
TRANSPORTATION PLANNING ORGANIZATION GOVERNING
BOARD
WHEREAS, the Interlocal Agreement creating and establishing the Metropolitan Planning
Organization (MPO) for the Miami Urbanized Area, now known as the Transportation Planning
Organization (TPO) requires that the TPO provide a structure to evaluate the adequacy of the transportation
planning and programming process; and
WHEREAS, the Transportation Planning Organization (TPO) Governing Board is comprised of
Miami -Dade Board of County Conunissioners ("County") and four appointed by the Florida Governor
representing Miami -Dade Expressway Authority, Miami -Dade County School Board, an elected official
from a municipality within the county, and a nonelected official residing in unincorporated Miami -Dade
County. In addition, the TPO includes elected officials from each municipality with a population over
50,000; and
WHEREAS, the County's financial contribution includes assisting with the cost of TPO operations
on a yearly basis. In addition, the County provides the non-federal monetary match, which has historically
been approximately $900,000 yearly; and
WHEREAS, certain activities such as, federal/state advocacy/lobbying, hosting peer exchanges or
special events, and purchasing promotional materials, are not permitted under the current funding sources.
Not being able to participate in these activities results in a competitive disadvantage with other MPOs across
the nation in advancing the priorities of the TPO, especially the Strategic Miami Area Rapid Transit
(SMART) Plan; and
WHEREAS, a financial participation will allow for a more equitable and vested interest from the
non -county governmental agencies; and
WHEREAS, this financial participation fee from the non -County governmental agencies will allow
the TPO to engage in critical activities to advance TPO priorities and particularly the implementation of the
SMART Plan,
NOW, THEREFORE, BE IT RESOLVED BY THE GOVERNING BOARD OF THE
TRANSPORTATION PLANNING ORGANIZATION (TPO) IN ITS ROLE AS THE MPO FOR
THE 14IIAMI URBANIZED AREA, that this Board hereby establishes a financial participation fee of
$22,222 commencing in Fiscal Year 2017-2018 and every year thereafter for non -County governmental
agencies with voting membership on the TPO Governing Board.
The adoption of the foregoing resolution was sponsored by the Executive Policy Committee and moved by
Board Member Jean Monestime. The motion was seconded by Board Member Roberto Martell, and upon
being put to a vote, the vote was as follows:
