OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY ("CRA")
AUTHORIZING THE EXECUTIVE DIRECTOR OF THE CRA TO EXECUTE ALL DOCUMENTS
NECESSARY TO AMEND U.S. DEPARTMENT OF COMMERCE'S ECONOMIC
DEVELOPMENT ADMINISTRATION AWARD 04-79-06827.
WHEREAS, the Southeast Overtown/Park West Community Redevelopment Agency
("CRA") is a community redevelopment agency created pursuant to Chapter 163, Florida
Statutes, and is responsible for carrying out community redevelopment activities and projects
within its Redevelopment Area in accordance with the 2009 Southeast Overtown/Park West
Redevelopment Plan ("Plan"); and
WHEREAS, Section 2, Goal 4, at page 11, of the Plan lists the "creation [of] jobs within
the community," as a stated redevelopment goal; and
WHEREAS, Section 2, Goal 6, at page 11, of the Plan lists "improving the quality of life
for residents," as a stated redevelopment goal; and
WHEREAS, Section 2, Principle 4, at page 14, of the Plan provides "that employment
opportunities be made available to existing residents ...," as a stated redevelopment principle;
and
WHEREAS, on October 1, 2013, the U.S. Department of Commerce's Economic
Development Administration ("EDA") awarded a grant ("EDA Award") to the CRA, the City of
Miami ("City"), and Miami -Dade College ("College"), in an amount not to exceed $900,000 for
the adaptive re -use and rehabilitation of the Overtown Performing Arts Center located at 1074
NW 3rd Avenue, Miami, FL (formerly the historic Ebenezer Church, 300 NW 11th Street, Miami,
FL) ("Property"); and
WHEREAS, the EDA Award called for the development of a culinary training facility at
the Property to provide hospitality and culinary training services for residents of the
Redevelopment Area. As part of the application, College would operate their Hospitality and
Culinary Institute ("Institute") at the Property and perform the hospitality and culinary training
services required by the EDA Award; and
WHEREAS, since the grant was awarded, the CRA and College have had several
discussions about College moving the Institute to a new location within the Redevelopment Area
with the continued support of the CRA and being removed as a co -recipient of the EDA Award;
and
WHEREAS, this change has also been discussed with the EDA and the EDA sent
correspondence to the CRA, the City, and the College on August 22, 2017 stipulating four (4)
requirements to amend the EDA Award, including the receipt of "written authorization from the
CRA's board of directors, the City's board of commission and the trustees of the College;" and
WHEREAS, this Resolution satisfied that requirement; and
WHEREAS, the Board of Commissioners wish to authorize the Executive Director of the
CRA to execute all documents necessary to amend EDA Award 04-79-06827; and

WHEREAS, the Board of Commissioners finds that such a grant would further the
aforementioned redevelopment goals and objective;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF
THE SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY
OF THE CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated herein as if fully set forth in this Section.
Section 2. The Board of Commissioners hereby authorizes the Executive Director of
the CRA to execute all documents necessary to amend EDA Award 04-79-06827.
Section 3. This Resolution shall become effective immediately upon its adoption.
