A RESOLUTION OF THE MIAMI CITY COMMISSION OPPOSING THE
PROVISION OF THE LAND SALE AGREEMENT BETWEEN MIAMI-DADE
COUNTY ("COUNTY") AND MIAMI PROPERTIES, LLC., REQUIRING THAT
THE FUTURE SITE OF THE BECKHAM GROUP SOCCER STADIUM, A
PRIVATELY OWNED VENUE LOCATED IN THE CITY OF MIAMI ("CITY"),
SHALL EXCLUSIVELY HIRE COUNTY FIRST RESPONDERS TO PROVIDE
SERVICES INSIDE THE STADIUM; DIRECTING THE CITY ATTORNEY TO
PROVIDE A LEGAL OPINION REGARDING SAID PROVISION; FURTHER
DIRECTING THE CITY MANAGER TO TAKE ALL MEASURES TO ASSURE
THAT THE CITY'S FIRST RESPONDERS HAVE EXCLUSIVE JURISDICTION
TO PROVIDE SERVICES AS REQUIRED BY LAW; FURTHER DIRECTING
THE CITY MANAGER TO TAKE ALL MEASURES TO ASSURE THAT
OPPORTUNITIES FOR CITY'S FIRST RESPONDERS ARE PROTECTED AND
REQUIRED FOR ANY TRANSACTION OR AGREEMENTS INVOLVING SALE
OF PROPERTY BY THE COUNTY TO ANY PRIVATE ENTITY; DIRECTING
THE CITY CLERK TO TRANSMIT A CERTIFIED COPY OF THIS RESOLUTION
TO THE OFFICIALS NAMED HEREIN.

WHEREAS, the Miami -Dade County Board of County Commissioners ("County
Commission") abruptly inserted a provision in the land sale agreement between Miami -Dade
County and Miami Properties, LLC.; and
WHEREAS, upon completion of the land sale transaction, Miami Properties, LLC., will be
required to complete a soccer stadium project and to only hire Miami -Dade County first
responders to patrol the inside of the stadium; and
WHEREAS, the stadium project will be a privately owned venue located within the
jurisdictional boundaries of the City of Miami ("City"); and
WHEREAS, it is a core municipal function for the City's Fire -Rescue Department, the
Miami Police Department, and other first responders to provide services to venues within the
City; and
WHEREAS, the City opposes to the said provision of the land sale agreement, which
interferes with the jurisdiction of the City's first responders as provided by law;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.

Section 2. The City Commission hereby opposes the provision of the land sale
agreement between Miami -Dade County and Miami Properties, LLC, requiring that the future
site of the Beckham Group Soccer Stadium, a privately owned venue located in the City, shall
exclusively hire County first responders to provide services inside the stadium.
Section 3. The City Attorney is directed to provide a legal opinion as to the City
objections to this unfair measure of the County.
Section 4. The City Manager is directed to take all measures to assure that City first
responders have exclusive jurisdiction to provide services as require by law.
Section 5. Further directing the City Manager to take all measures to assure that
opportunities for City's first responders are protected and required for any transaction or
agreements involving sale of property by the County to any private entity.
Section 6. The City Clerk is directed to transmit a certified copy of this Resolution to the
Carlos Gimenez, Mayor of Miami -Dade County and the members of the County Commission.
Section 7. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.

1 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
