WHEREAS, the City Manager is requesting authority to allocate grant funds, in a total amount not to exceed $10,000.00, from the City of Miami ("City") District 4 Anti -Poverty Initiative to Miami Bridge Youth and Family Services, Inc. ("Miami Bridge") to run its twenty-four (24) hour emergency shelters for youth in crisis that are in need of refuge and protection ("Program"); and WHEREAS, the Program includes on -site educational programs, life skills groups to promote responsibility, and health care coordination services to ensure access to medical treatment; and WHEREAS, participants will be from District 4 and the District 4 Commissioner desires to assist the Program; and WHEREAS, the City Manager has made a finding, attached and incorporated as Attachment "A", that pursuant to Section 18-85(a) of the Code of the City of Miami, Florida, as amended ("City Code"), competitive negotiation methods and procedures are not practicable or advantageous to the City for obtaining said services and has recommended to the City Commission that the finding be adopted and that competitive bidding methods and procedures be waived for the Program; and WHEREAS, the City Manager is requesting authority from the City Commission to negotiate and execute a Grant Agreement with Miami Bridge, in a form acceptable to the City Attorney, for said Program; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble of this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. By a four -fifths (4/5ths) affirmative vote, after an advertised public hearing, the City Manager's finding, attached and incorporated as Attachment "A", that competitive negotiation methods and procedures are not practicable or advantageous to the City pursuant to Section 18-85(a) of the City Code, waiving the requirements for said procedures, is ratified, approved and confirmed. Section 3. The City Manager is authorized' to allocate grant funds from the District 4 share of the City's Anti -Poverty Initiative, in a total amount not to exceed $10,000.00, to Miami Bridge, for the Program. Section 4. The City Manager is authorized' to negotiate and execute an agreement with Miami Bridge, in a form acceptable to the City Attorney, to complete the allocation. Section 5. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.2 APPROVED AS TO FORM AND CORRECTNESS: Barnaby I_. Min, Deputy City Attorney 4/4/2017 1 The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney including but not limited to those prescribed by applicable City Charter and City Code provisions. 2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
