A Resolution of the Miami City Commission urging Miami -Dade County to amend the
Charter County Transit Surtax Ordinance. This ordinance needs to be amended to
remove or revise the following language: "No city may utilize surtax proceeds to provide
On -Demand Transportation services as defined herein for individuals receiving county -
sponsored Special Transportation Services." The City is urging the County to allow the
On -Demand patrons also enrolled with Special Transportation Service ("STS") to
continue receiving On -Demand services.
Background of Item:
The City of Miami currently has over 150 patrons enrolled in both the City's On -Demand
program and the County's STS program. Per the County's Ordinance these individuals
are not eligible to receive the City's On -Demand service if they are enrolled and
approved to receive STS assistance. Since surtax funds cannot be used to provide On -
Demand services to patrons enrolled in both programs, the City has been funding the
ineligible costs associated with providing this service. However, as of January 2017 the
City will no longer fund the On -Demand costs for patrons enrolled in both programs.
