A RESOLUTION OF THE MIAMI CITY COMMISSION URGING PRESIDENT-
ELECT DONALD TRUMP TO CONTINUE SUPPORTING THE CLEAN POWER
PLAN; DIRECTING THE CITY ATTORNEY TO DRAFT A LETTER TO THE
OFFICIALS STATED HEREIN REFERENCING THIS RESOLUTION AND
REFLECTING THE POLICIES STATED HEREIN; DIRECTING THE CITY
CLERK TO TRANSMIT THE LETTER AND A CERTIFIED COPY OF THIS
RESOLUTION TO PRESIDENT-ELECT DONALD TRUMP AND THE
OFFICIALS STATED HEREIN.

WHEREAS, the United States ("U.S.") Environmental Protection Agency ("EPA")
determined in 2009 that greenhouse gas pollution threatens the health and welfare of U.S.
citizens and residents by leading to long-lasting changes in our climate that can have a range of
negative effects on human health and the environment; and
WHEREAS, the City of Miami ("City"), as well as several other major U.S. cities, is
geographically situated so as to be vulnerable to those long-lasting climate changes that are
already impacting coastal communities as a result of sea level rise and more frequent flooding,
more frequent and powerful hurricanes, erosion, extreme heat, and decreased fresh water
availability due to increased evaporation and saltwater intrusion; and
WHEREAS, carbon dioxide is the most prevalent greenhouse gas pollutant, accounting
for nearly three-quarters (3/4) of global greenhouse gas emissions and eighty-two percent
(82%) of U.S. greenhouse gas emissions; and
WHEREAS, fossil fuel -fired power plants are by far the largest source of carbon dioxide
emissions, making up thirty-one percent (31%) of U.S. total greenhouse gas emissions; and
WHEREAS, reducing carbon dioxide emissions from power plants is an essential step
in lessening the impacts of climate change and providing a more certain future for our health,
the environment, and future generations; and
WHEREAS, on August 3, 2015, President Barack Obama and the EPA announced the
Clean Power Plan, a historic and important step in reducing carbon pollution from power plants,
the nation's largest source of carbon pollution, while maintaining reliability and affordability; and
WHEREAS, the Clean Power Plan establishes standards for carbon dioxide emissions
from certain fossil fuel -fired electric generating units, and requires that each state develop and
implement a plan that ensures that power plants within their state achieve these standards
within certain timeframes; and

WHEREAS, on November 8, 2016, Donald Trump was elected to be the Forty -Fifth
(45th) President of the United States;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City urges President -Elect Donald Trump, the United States Congress,
and the EPA to continue supporting the Clean Power Plan, including the requirements for states
to implement individual plans to comply with the Clean Power Plan's emission standards under
the current established timeframes.
Section 3. The City Attorney is directed to draft a letter to President -Elect Donald
Trump, the Members of the One Hundred Fifteenth (115th) United States Congress, the current
Administrator of the EPA, and the President -Elect's appointment for Administrator of the EPA
upon confirmation by the U.S. Senate, referencing the transmission of this Resolution and
reflecting the policies stated herein.
Section 3. The City Clerk is directed to transmit the letter and a certified copy of this
Resolution to President -Elect Donald Trump, the Members of the One Hundred Fifteenth
(115th) United States Congress, the current Administrator of the EPA, and the President -Elect's
appointment for Administrator of the EPA upon confirmation by the U.S. Senate.
Section 4. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.'

1 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
