AGREEMENT, IN SUBSTANTIALLY THE ATTACHED FORM, WITH THE MIAMI-
DADE STATE ATTORNEY'S OFFICE OF THE ELEVENTH JUDICIAL CIRCUIT OF
FLORIDA, TO PROVIDE FUNDING FOR TWO (2) STATE ATTORNEY
INVESTIGATOR POSITIONS TO EMPLOY FORMER CITY OF MIAMI POLICE

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE CITY MANAGER TO ENTER INTO A MEMORANDUM OF
AGREEMENT, IN SUBSTANTIALLY THE ATTACHED FORM, WITH THE MIAMI-
DADE STATE ATTORNEY'S OFFICE OF THE ELEVENTH JUDICIAL CIRCUIT OF
FLORIDA, TO PROVIDE FUNDING FOR TWO (2) STATE ATTORNEY
INVESTIGATOR POSITIONS TO EMPLOY FORMER CITY OF MIAMI POLICE
DEPARTMENT OFFICERS EXPERIENCED IN HOMICIDE INVESTIGATIONS OR
COMPARATIVE INVESTIGATIVE EXPERIENCE TO WORK WITH THE NORTH -END
STREET VIOLENCE TASK FORCE.
WHEREAS, it is the responsibility of the City of Miami ("City"), Miami -Dade County
("County"), and the Miami -Dade State Attorney's Office of the Eleventh Judicial Circuit of Florida
("SAO"), to ensure the public safety of their citizens by providing adequate levels of resources to
combat violent crimes; and
WHEREAS, the North -End Street Violence Task Force ("NSVTF") was created to
investigate, apprehend, and prosecute criminals engaged in violent crimes including homicide,
attempted homicide, aggravated assault, and other violent firearm related crimes within and
outside the northern jurisdictional border of the City; and
WHEREAS, the NSVTF is comprised of members from multiple investigative
components, including the City's police department, the County's police department, the SAO,
and federal law enforcement agencies working collaboratively with each other in a team setting
with the sole objective of combatting gun violence in the north -end of the City and County;
WHEREAS, the members of the NSVTF primarily conduct long and short-term
investigations involving repeat violent offenders who are known to be involved in shootings and
homicides; and
WHEREAS, the apprehension and prosecutions of these violent offenders should reduce
crime both inside and outside of the City's jurisdictional limits regardless of where these
offenders are ultimately apprehended; and
WHEREAS, the SAO is in need of additional SAO Investigators to review older pending
investigations to determine if cases may be resurrected utilizing additional investigations and
assist in securing additional evidence and witnesses in cases pending prosecution; and
WHEREAS, the purpose of this Memorandum of Agreement ("Agreement"), attached
and incorporated as Exhibit "A", is to provide funding, on a reimbursement basis, to the SAO to
employ two (2) former Miami Police Department detectives experienced in homicide
investigations or comparative investigative experience to serve as SAO Investigators who will
be assigned to the NSVTF to review open criminal investigations and pending criminal cases
which occurred in the City and assist the SAO in the prosecution of any case initiated by the
NSVTF;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is hereby authorized' to enter into the Agreement, in
substantially the attached form, with the SAO to provide funding for two (2) SAO Investigator
positions to employ former Miami Police Department officers experienced in homicide
investigations or comparative investigative experience to work with the NSVTF.
Section 3. This Resolution shall become effective immediately upon its adoption and
signature by the Mayor.2

1 The herein authorization is further subject to compliance with all requirements that may be imposed by
the City Attorney, including but not limited to those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
