Alfonso, City Manager DATE: November 16, 2016 FROM: Milton Vickers, Senior Advisor to the City Manager on behalf of the Mayor SUBJECT: $10,000.00 from Mayor's Anti -Poverty Initiative funds to Year Up, Inc. BACKGROUND The City of Miami ("City") created the Anti -Poverty Initiative to address poverty and focus on providing support to its residents. Year Up, Inc., (the organization), aims to close the opportunity divide by providing urban young adults with the skills, experience, and support that will empower them to reach their potential through professional careers and higher education. The organization's one-year program for 18-24 year old young adults strive to create higher education and career pathways for the participants, many of whom have lacked access to the resources that would place them on the traditional "college -to -career" trajectory. The first half of Year Up's program is the Learning and Development phase, during which students receive classroom instruction and develop marketable skills in a high -growth career field, such as: business and financial operations, sales, information and technology, and programming. In the second half of the year -long program, students participate in a five to six month practical learning experience where they apply their learning at one of Year Up's business partner organizations. Over the last four month of completion, participants go on to obtain a college degree and/or a liveable wage in a professional position. As they are familiar with the needs of the community and requirements imposed by the City, it would be advantageous to the City to expedite the allocation and waive procurement requirements at this time. Providing these funds to the organization will allow more youth to obtain these services immediately, with no added time for the procurement process, which could take over 30-40 days. RECOMMENDATION In light of the above stated, approval of a waiver of the formal requirements of competitive sealed bidding methods as not being practicable or advantageous to the City as set forth in the City Code of Ordinances, as amended, specifically Section 18-85 (A), and the affirmation of these written findings and the forwarding of the same to the City Commission for ratification by a four -fifths vote is respectfully requested.
