Authorizing the City Manager to add suppliers to the contract as deemed necessary by the City. Further authorizing the City Manager to negotiate and execute all other documents including any amendments, renewals and extensions subject to allocations, appropriations and budgetary approvals having been previously made, and in compliance with applicable provisions of the Code of the City of Miami , Florida, as amended, ("City Code"), including, the City of Miami's Procurement Ordinance, Anti -deficiency Act, and Financial Integrity Principles, all as set forth in Chapter 18 of the City Code, in a form acceptable to the City Attorney, and in compliance with applicable regulations, as may be necessary for said purpose. Background of Item: On August 14, 2018, the Procurement Department ("Procurement") issued IFB No. 854384. As required by the Procurement Code, the IFB was advertised and issued online. On September 5, 2018, at the bid closing, two (2) bids were received. Both bids were deemed responsive and responsible and subsequently evaluated following the guidelines published in the bid. Procurement is recommending award for Group (- Certified Latent Print Examiner, to Jason G. Jardine and Group II- Non -Certified Latent Print Examiner, to Phillip Womack, both of which met all requirements, per bid specifications. The estimated contract amount is $150,000 annually, and $1,350,000 for all nine (9) years in the aggregate. JARDINE FOR GROUP I, CERTIFIED LATENT PRINT EXAMINER AND PHILLIP WOMACK GROUP II, NON - CERTIFIED LATENT PRINT EXAMINER, THE RESPONSIVE AND RESPONSIBLE BIDDERS, FOR AN INITIAL PERIOD OF THREE (3) YEARS, WITH THE OPTION TO RENEW FOR TWO (2) ADDITIONAL THREE (3) YEAR PERIODS; ALLOCATING FUNDS FROM THE MPD'S GENERAL FUND AND OTHER FUNDING SOURCES, SUBJECT TO THE AVAILABILITY OF FUNDS AND BUDGETARY APPROVAL AT THE TIME OF NEED; AUTHORIZING THE CITY MANAGER TO ADD SUPPLIERS TO THE CONTRACT AS DEEMED NECESSARY BY THE CITY OF MIAMI; FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE ALL OTHER DOCUMENTS, INCLUDING ANY AMENDMENTS, RENEWALS, AND EXTENSIONS, SUBJECT TO ALLOCATIONS, APPROPRIATIONS, AND BUDGETARY APPROVAL HAVING BEEN PREVIOUSLY MADE, AND IN COMPLIANCE WITH APPLICABLE PROVISIONS OF THE CODE OF THE CITY OF MIAMI, FLORIDA, AS AMENDED ("CITY CODE"), INCLUDING THE CITY OF MIAMI'S PROCUREMENT ORDINANCE, ANTI -DEFICIENCY ACT, AND FINANCIAL INTEGRITY PRINCIPLES, ALL AS SET FORTH IN CHAPTER 18 OF THE CITY CODE, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, AND IN COMPLIANCE WITH APPLICABLE REGULATIONS, AS MAY BE NECESSARY FOR SAID PURPOSE. WHEREAS, the Miami Police Department ("MPD") has a need for latent print examiner services; and WHEREAS, on August 14, 2018, the Department of Procurement ("Procurement") issued Invitation for Bid ("IFB") No. 854384 to solicit and establish a pre -qualified pool for the provision of latent print examiner services by group; group I, certified latent print examiner, and group II, non -certified latent print examiner, on an as needed basis; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The bids received September 5, 2018, pursuant to IFB No. 854384, to establish a pre -qualified pool for the provision of latent print examiner services, for Group I, Certified Latent Print Examiner from Jason G. Jardine, and for Group II, Non -Certified Latent Print Examiner from Phillip Womack, the responsive and responsible bidders, for an initial period of three (3) years, with the option to renew for two (2) additional three (3) year periods, on an as needed basis, are accepted. Section 3. Funds to be allocated from the MPD's General Fund and other funding sources, subject to the availability of funds and budgetary approval at the time of need. Section 3. Authorizing' the City Manager to add Suppliers to the contract as deemed necessary by the City. Section 4. Further authorizing the City Manager' to negotiate and execute all other documents, including any amendments, renewals, and extensions, subject to allocations, appropriations and budgetary approval having been previously made, and in compliance with applicable provisions of the Code of the City of Miami, Florida, as amended, ("City Code"), including, the City of Miami's Procurement Ordinance, Anti -Deficiency Act, and Financial Integrity Principles, all as set forth in Chapter 18 of the City Code, in a form acceptable to the City Attorney, and in compliance with applicable regulations, as may be necessary for said purpose. Section 5. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.2 APPROVED AS TO FORM AND CORRECTNESS: fT, r nde` z, City Att©r ey 11/27/2018 1 The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to, those prescribed by applicable City Charter and City Code provisions. 2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
