Background of Item: The City of Miami submitted a grant application to the Florida Department of Transportation for highway safety funds for the purpose of implementing the Miami DUI Checkpoint and Saturation Patrol Overtime Project. Funds from this grant will be used to continue the City's effort to decrease impaired driving related traffic crashes and fatalities in the City and to enhance the Miami Police Department's enforcement efforts and deterrence capability. Personnel services for this project will cover overtime salary and benefits, and other expenses for essential personnel working the DUI checkpoints. WHEREAS, the City of Miami ("City") submitted a grant application to the Florida Department of Transportation ("FDOT") to fund highway safety; and WHEREAS, the City received notification that said application was approved for funding in an amount not to exceed $80,000.00 for personnel services; and WHEREAS, funds from this grant will be used to continue the City's effort to decrease impaired driving related traffic crashes and fatalities in the City and to enhance the Miami Police Department's ("MPD") enforcement efforts and deterrence capabilities; and WHEREAS, there are no matching funds for this grant; and WHEREAS, the City Manager is requesting authorization to accept the grant and to establish a new Special Revenue Project for the appropriation of said award; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The following new Special Revenue Project is established and resources are appropriated as described below: FUND TITLE: FY 2019 Miami DUI Checkpoint and Saturation Patrol Overtime Project RESOURCES: Florida Department of Transportation $80,000.00 APPROPRIATIONS: Highway Safety $80,000.00 Section 3. The City Manager is further authorized' to execute any and all necessary documents, in a form acceptable to the City Attorney, for the purposes stated herein. Section 4. The City Manager is authorized' to designate the Chief of Police to execute the necessary documents, in a form acceptable to the City Attorney, to implement the acceptance of funding in an amount not to exceed eighty thousand dollars ($80,000.00), with no City matching funds required, for the overtime reimbursement of MPD's members conducting highway safety checkpoints. Section 5. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.2 APPROVED AS TO FORM AND CORRECTNESS: ndez, City Nttor ey 11/27/2018 1 The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and City Code provisions. 2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City of Miami Commission.
