The following individuals were nominated for membership on the Civilian Investigative Panel by a
Nominating Committee and the CIP as a whole, consistent with Section 11.5-28 of the Code of the City
of Miami. The CIP requests that the City Commission consider the appointments of the two individuals
at the next available Commission meeting. The nominees' application packets and the CIP resolutions
are attached.

A RESOLUTION OF THE CITY OF MIAMI CIVILIAN INVESTIGATIVE PANEL ("CIP") REQUESTING THAT THE
CITY OF MIAMI COMMISSION APPROVE THE NOMINATION OF REBECCA SCHRAM, A REPRESENTATIVE
OF DISTRICT 4.
WHEREAS: City Code Article II, Section 11.5.28 requires that the City Commissioners approve the
appointment of members from a pool of nominees selected and nominated by the CIP.
WHEREAS: The CIP nominating committee solicited and screened applications for vacancies in
accordance with the requirements of the ordinance governing the nomination of candidates.
WHEREAS: The CIP has a vacancy from District 4.
WHEREAS: The CIP Nominating Committee met on August 28, September 10, September 25, and
October 10, 2018 to screen and interview candidates.
WHEREAS: The CIP Nominating Committee interviewed Ms. Schram on September 25, 2018 and voted
to recommend her nomination on the same date.
NOW, THEREFORE BE IT RESOLVED BY THE CIVILIAN INVESTIATIVE PANEL OF THE CITY OF MIAMI:
That Ms. Rebecca Schram be submitted to the City Commission for their appointment to the CIP.
The CIP further requests that the nomination of Ms. Schram be placed on the City Commission Agenda
pursuant to Article II, section 2-33 of the City of Miami Code.

I believe it is important for our police department to be accountable to its
residents. As an attorney for Legal Services of Greater Miami, I have referred
some of my clients to the CIP.
In reference to the question:
Are you currently a party or a party's legal representative in any litigation against
the City of Miami?
I currently represent five tenants in a Chapter 11 bankruptcy case. The five
tenants are unsecured creditors. The City of Miami is a secured creditor. I do not
believe that my clients and the City of Miami's positions are adverse. The debtor
in the bankruptcy is a landlord in Liberty City and Overtown.
I represent clients in civil cases; however, many times, my clients criminal
cases/charges influence their civil cases. As a result, I have deposed police
officers, reviewed arrest affidavits and other police records, and cross-examined
police officers at trial.
I have also interacted with police officers in more informal settings. In prior
years, police officers were assisting landlords in self-help evictions without any
eviction case being filed. I spoke with officers regarding the Florida Residential
Landlord and Tenant Act and its requirements for evicting someone from his or
her home.

The CIP serves an important function of ensuring that our police, while
performing the vital and difficult mission of keeping our communities safe, treat
all residents with due consideration of their rights. The CIP can work together
with the police to help them make our communities better for us all.
As a former Miami -Dade County Circuit Court Judge serving in the criminal
division (2014-2017) I was exposed to all kinds of cases, big and small, and
encountered police officers, defendants, victims, and witnesses of every stripe.
Prior to that I was an Assistant County Attorney with Miami -Dade County,
responsible at times for prosecuting disciplinary cases against officers for
violations of County policies, and at other times defending officers and the
County when claims against them were unfounded. These experiences have
given me insights which will be helpful in the CIP's work and at the same time
they instill in me the importance of a fair process to all parties involved.
Member, Florida Bar Criminal Rules Procedure Committee (review and draft
proposed rules for Supreme Court approval).
Board Member, the SEED School (Miami -Dade County non-profit charter
school).
Board Member, American Jewish Committee (AJC), Miami and Broward
Chapter.

Jason Bloch
Biography
Jason Bloch served as a Circuit Court Judge in the Criminal Division for the 1 1th Judicial
Circuit in Miami -Dade County from 2014-2017. He was appointed to the Court by Governor
Rick Scott in 2014. Since leaving the bench, Jason has devoted his time to pro bono legal
representation and assisting in other non-profit causes. He is a member of several boards,
including the American Jewish Committee of Miami and Broward.
Prior to his appointment to the bench, Jason was an Assistant County Attorney with the
Miami -Dade County Attorney's Office. In his 20 years with that office, Jason represented the
County, and many of its departments, in a wide array of practice areas. These included torts and
civil rights defense, public housing, eminent domain, construction disputes and other commercial
litigation. He was lead counsel in numerous trials and appeals in both state and federal court
(including in the Florida Supreme Court) and served as legal advisor to several agencies
including the Public Health Trust (which owns and operates Jackson Memorial Hospital), the
Cultural Affairs Department, and the Nuisance Abatement Board.
Jason grew up and attended high school in South Florida, where he was the president of
the debate team. He then obtained his bachelor's degree in Business Administration from the
University of California at Berkeley and his law degree from the Georgetown University Law
Center where he graduated with honors (cum laude).
During his time as a law student at Georgetown, Jason was awarded the American
Jurisprudence Award for top performance in his taw class. He was a member and then a coach of
the moot court team, and an associate editor of The Tax Lawyer law journal. During his final
year at Georgetown he was selected to participate in the nationally recognized and prestigious
appellate litigation clinic.
In December 2015, Jason was awarded the John Edward Smith Child Advocacy Award
by Lawyers for Children America, for his pro bono work as an attorney. Jason has given
presentations and speeches on practicing with professionalism, victims' rights under Florida law,
and the Constitution.
In October 2016 The Millennials Project selected Judge Bloch as one of the 12 DADE
MEN for a photography exhibit of community leaders to raise awareness on domestic violence.
The exhibit was held at a gallery in Miami.
As a hobby, Jason plays the drums — though he admits does not play them very well.
